Job Description:

The Department of State’s Bureau of Educational and Cultural Affairs (ECA), Office of Private Sector Exchange (ECA/EC), Office of Exchange Coordination and Compliance (ECA/EC/ECC) has a requirement for one full-time staff to provide analysis within its Student and Exchange Visitor Information System (SEVIS).

The candidate shall work domestically within the Department’s ECA/EC/ECC to support the SEVIS Liaison in the analysis of data pertinent to the Exchange Visitor Program (EVP). The candidate assigned to the positions will manage a diverse and sophisticated workload.

Essential Duties and Responsibilities (Deliverables):

Personnel assigned to this Task Order will conduct duties and responsibilities including, but not limited to, the following requirements:

  • Coordinate and provide in-depth analyses of the EVP, including the use of quantitative and qualitative analysis and statistical reporting and projecting future reporting structure
  • Coordinate improvements to SEVIS processes and procedures and ensure users’ compliance with existing laws, rules, policies, procedures and regulations related to the SEVIS and the EVP
  • Coordinate the analyses, evaluations, special projects, and studies within the EVP related to developing efficiencies in the EVP to include SEVIS and deliver the subject report documents to the Office Director and/or the COR for approval and dissemination to the appropriate stakeholders
  • Organize and, if required by the Office Director and/or the COR, participate in on-site field inspections of Department-designated EVP sponsors, secondary and post-secondary schools, laboratories, work or training sites, organizations, businesses, and other facilities to determine compliance with all laws, rules and regulations associated with the EVP
  • Understand and apply internal control methodologies, program policies, and procedures
  • Work closely with the Department, the Department of Homeland Security (DHS), and other agencies designated by the Office Director and/or the SEVIS Liaison
  • Other duties and responsibilities within the scope of an Information Specialist and as assigned by the ECA/EC/ECC SEVIS Liaison, Office Director, or the Officer Director’s designee(s) may be required
  • Occasional domestic travel may be required
  • ACTIVE SECRET CLEARANCE REQUIRED

Supervisory/Management Authority:

This position does not have mgmt. authority or supervisory capacity

Education and/or Experience:

Contractor personnel assigned to this Task Order will demonstrate special knowledge and experience specific to, but not limited to the following requirements:

  • Knowledge of Immigration and Border Management Lines of Business

  • Knowledge of the Exchange Visitor Program (EVP) Lines of Business as related to development of internal Private Sector Exchange business processes

  • Experience in conducting complex analyses of quantitative and qualitative data

(Involving various data sources) and results reporting

  • Experience migrating (uploading) data from one database system or network into Access, Excel, or other software application or system, and designing procedures, methodologies and reports to guide data analyses and interpretation

  • Experience in developing and implementing standard operating procedures and internal controls

  • Experience in program administration, operating procedures, oversight, monitoring, and, evaluation and reporting

  • Excellent facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, Project, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications.

  • Must have Active Secret clearance
