Job Title: Project Manager – Insider Threat(ID#15221)

Location: DHA HQ in Falls Church, VA

 

SUMMARY

The Defense Health Agency (DHA) is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department’s medical mission, manages the execution of policy and serves as the program manager for TRICARE health and medical resources.

 

Provide leadership and execution services to oversee, plan, and coordinate aspects of the DHA Counter Insider Threat Program from initiation to delivery. Coordinates with project team, assigns individual responsibilities, identifies appropriate resources needed, and develops detailed project plans/schedules to ensure timely completion. Coordinates activities performed by staff and internal customers/partners by defining project scope and requirements, performing feasibility and needs/impact assessments. The Project Manager provides technical project management functions including technical leadership, analysis, reporting, quality assurance and decision oriented recommendations.

 

CNSD is seeking an experienced security and risk-based personnel that will be the primary responsible party for development, management and implementation of DHA’s Counter Insider Threat policy and procedures per assigned territory and related functional capability. Candidate must possess a comprehensive Insider Threat program knowledge based upon DoDD 5205.16 and Federal requirements established by USD for Intelligence and the National Insider Threat Task Force (NITTF) as well as industry best practices. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following (Other duties may be assigned):

 

  • Develop, coordinate, and maintain the DHA Counter Insider Threat Policy for the DHA Counter Insider Threat Program (to include standard operations procedures) for assigned facilities
  • Oversee the management of the DHA Counter Insider Threat Hub analysts
  • Produce insider threat referral reports that document issues on computer misuse, various security violations of policies, counterintelligence concerns, foreign influence, financial stressors, threats to self or others, continuous evaluation, and other potential insider threat concerns
  • Conduct analysis in response to reported incidents for validation, credibility and proper follow-up
  • Assist with the preparation and evaluation of annual Insider Threat assessments
  • Triage data of anomalous events collected by User Activity Monitoring (UAM)
  • Elevate anomalous events of concern to the DHA Counter Insider Threat Program Manager
  • Provide full reporting and statistics of the DHA Counter Insider Threat Program quarterly or as needed
  • Respond and coordinate with appropriate DHA personnel in response to insider threat incidents under the direction of the Program Manager
  • At the direction of the government Program Manager for Counter Insider Threat, coordinate with the appropriate external agencies to address Insider Threat incidents
  • Provide analysis and proposed courses of action for each Insider Threat indicator
  • Conduct insider threat training and communication as needed
  • Assist Physical Security and Information Security teams with related Enterprise Security, Threat Management & Safety (formerly Mission Assurance Branch) responsibilities, as needed
  • Disseminate information on any problems or potential delays and mitigation plans
  • Manage project deliverables and progress through continuous communication with project members
  • Serve as the focal point for and liaison between internal and external departments on the status of insider threat cases, incidents, or other project information.
  • Collaborate with key cross-functional partners to solicit customer and associate feedback to identify program improvement opportunities for implementation.

Qualifications:

  • Proficient knowledge of DoD Insider Threat policy and regulations (including DoDD 5205.16, Executive Orders, NITTF and DITMAC policies)
  • Self-motivated, with the ability to work independently
  • MS Office Tools required (Proficient in Word, Excel, and PowerPoint)
  • Knowledge of management principles, organizational theory, and techniques of analysis and evaluation
  • Knowledge of administrative regulations and operating procedures
  • Knowledge of the mission, functions, and structure of the organization, and able obtain data and information regarding work operations and to prepare a report of findings
  • A working knowledge of the United States Military and the DoD to include but not limited to ranks and titles of uniformed service members
  • Minimum of a Secret Clearance required

 

SUPERVISORY/MANAGEMENT AUTHORITY

Reports to the Program Manager.  Interacts with the Enterprise Security, Threat Management & Safety Team on a regular basis along and provide periodic communication with high-ranking military authorities in all branches, the Pentagon Force Protection Agency (PFPA) and local law enforcement.

 

EDUCATION and/or EXPERIENCE

Business Administration degree or experience in related field and 5-8 years and/or a combination of education and experience in the following:

(1) Acting as the primary interface with government program authorities and representatives on technical and project issues,

(2) Supervising project operations by developing procedures,

(3) Planning and directing execution of the technical support effort, and

(4) Monitoring and reporting progress.

 

Experience with project management, creating and implementing project schedules, managing project teams, as well as a strong technical/analytical background preferable.

•     Strong communication and analytical skills.

•     Ability to lead and contribute to team deliverables.

 

WORK ENVIRONMENT

This position is performed in a climate controlled office setting.

Some travel may be required.
