CNSP is looking for Intelligence Surveillance and Reconnaissance (ISR) Technical Advisor (TA) shall serve as the primary POC for the Jamaican Beechcraft King Air 350 MPA program. The ISR TA shall provide integration, operations, and technical support of ISR systems, subsystems, and associated equipment to meet Government requirements for ISR cooperation

Essential Duties and Responsibilities:

  • The ISR TA shall support operational customers’ collection of ISR data. Data collection in the domains of air, ground, and maritime is not limited to the use of ISR equipment, and it includes additional methods such as field surveys.
  • The ISR TA shall interface directly with operational customers to provide technical support with the use of specialized ISR equipment. The ISR TA shall integrate with Sierra Nevada / Textron personnel on technical support that could include on-site maintenance, repair, logistics support, and the operation of ISR equipment.
  • The ISR TA shall support the following activities:
  1. Developing Ground Operating Procedures and Flight Operating Procedures
  2. Providing Concept of Operations (CONOPS) analyses and recommending the most viable concepts
  3. Demonstrating and evaluating the proposed rapid reaction technologies for each Government-approved CONOPS
  4. Providing expert level analysis and assessment of ISR, command and control systems, and other emerging technical efforts
  5. Developing SOPs and processes using KM and industry best practices associated with system operations and mission areas
  6. Developing Technical Performance and Evaluation Plans to support the rapid insertion of capabilities into the operational environment
  7. Identifying, coordinating, and positioning resources for each Government-approved CONOPS during system and subsystem development and testing to satisfy intelligence requirements
  8. Developing and managing Collection Plans once data have been verified and validated by the Government requirements have been integrated with target characteristics
  9. Maintain control and custody of Communications Security equipment, devices, and data IAW Department of Defense Instruction 8523.01
  • The ISR TA shall provide maintenance support for ISR systems and equipment and will provide assistance with warranty and maintenance agreements for equipment and software requiring warranty and maintenance contracts. To mitigate service disruptions, equipment shall remain covered by maintenance agreements through its deployment. Additionally, the ISR TA shall provide notification regarding future maintenance overage requirements. The ISR TA shall support the following activities:
  1. Designing, obtaining, installing, configuring, and maintaining systems and equipment, e.g., sensors, battlefield management infrastructure, decision support software, and other related capabilities
  2. Sensor storage
  3. Maintenance and logistics processing for non-deployable systems.

 

  • The ISR TA shall assist in providing logistics support for deployed operational, maintenance, and logistics personnel and also will coordinate Integrated Logistics Support, but shall not lead it.
  • The ISR TA shall integrate product support elements to develop and maintain a cost effective and feasible Product Support Strategy.
  • The ISR TA shall consider and implement processes to ensure each of the following twelve (12) Integrated Product Support elements are optimized to program objectives:
  1. Product Support Management
  2. Design Interface
  3. Sustaining Engineering
  4. Supply Support
  5. Support Equipment,
  6. Packaging Handling Storage and Transportation,
  7. Computer Resources,
  8. Manpower and Personnel,
  9. Maintenance Planning and Management,
  10. Training and Training Support,
  11. Facilities and Infrastructure
  12. Technical Data Management.
  • In addition, the ISR TA’s Product Support Strategy shall ensure elements are effectively weighted for the program and include considerations to integrate new technologies across platforms efficiently and rapidly, as well as provide proper methods of disposition for old or unused technology.

 

Supervisory/Management Authority:

  1. The ISR TA shall report both to TAFT and to the Security Cooperation Organization (SCO) Chief in the U. S. Embassy in Kingston, Jamaica.
  2. The ISR TA shall provide reporting directly to the OIC of TAFT for dissemination within USSOUTHCOM and DoS.
  3. The ISR TA Reports to the TAFT OIC shall be provided on a bi-weekly basis and shall include an assessment of technical progress, schedule status, any travel conducted, and any concerns or recommendations. The ISR TA shall take part in the monthly TAFT update calls with DoS.

Education and/or Experience:

  • Candidates Must be US Citizens
  • Candidates must have an active and current Secret clearance at the time of applying to this position.
  • Candidates will be subject to a US federal government background investigation and be able to favorably pass a drug screen.
  • Candidates must have a valid and up to date US Passport whose expiration date is at least for one year and/or more.
  • Minimum of ten (10) years of relevant experience in aviation and ISR
  • Minimum of five (5) years of OEM-equivalent experience with Beechcraft King Air 350 aircraft / Sierra Nevada Corporation (SNC) Scorpion, maritime patrol mission sensors, and Joint/Combined Airborne ISR Tactics, Techniques, and Procedures (TTP)
  • Minimum of seven (7) years of experience in the use of Imagery Intelligence capabilities and TTPs used in modern manned ISR assets
  • Minimum of three (3) years of experience working with foreign ISR units if possible with those located in Latin America and/or the Caribbean.
  • Minimum of five (5) years of experience in mission planning.

 

Knowledge, Skills and Abilities

  • The ISR TA should be familiar with sensor and communications equipment currently integrated on USSOUTHCOM and Partner Nation B-350 aircraft. The aircraft is the SNC SCORPION and is configured with a L3 WESCAM MX-15, Leonardo SeaSpray 7500, Ku band B Loss Downlink, and associated communication, power, cooling and Global Positioning System/inertial navigation systems

 

Work Environment:

  • Work will be done in a controlled office environment, foreign military installations and or US Embassy/Consulate.
