Interior Designer

This contract requirement is to provide assistance in the design, studies, investigations, construction management and facility support (design and construction) for the Facilities Engineering Commands (FEC) and its associated Facilities Engineering and Acquisition Divisions (FEAD) and Resident Officer in Charge of Construction (ROICC) Offices. These offices are responsible for the administration of NAVFAC contracts for design, construction, alterations, additions, maintenance, rehabilitation and demolition and facilities services of shore stations in their area of responsibility.

This task order is for professional support services to NAVFAC Mid-Atlantic in the form of advisory and assistance services. Such services will not include tasks that would be subject to FAR Part 36 or the Selection of Architects and Engineers Statute (formerly The Brooks Act).

 

We are seeking an Interior Designer to support the NAVFAC Mid-Atlantic Professional Services contract. This contract will assist NAVFAC with their capital program throughout their Area of Responsibility (AOR).

 

RESPONSIBILITIES

  • The incumbent provides independent, timely and professional specialized interior design support, services and consultation for the planning, design, construction and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands, including minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization and facilities development. The incumbent participates in conferences with project stakeholders and collaborates with engineering and architectural disciplines to ensure system coordination and integration with specific project requirements.
  • The position provides a broad range of interior design services to all activities and tenants. This includes a large number of customer activities with varied missions, dispersed over a sizable geographical region with numerous facility types, ranging from administrative and housing facilities to very complex industrial and operational facilities and equipment. This position will involve innovative interior designs of new facilities as well as the maintenance and repair of existing facilities. Such services are complicated and intensified by the following factors: aging and obsolete facilities; customer activity mission changes; and variable funding sources among the customer activities.

 

REQUIRED QUALIFICATIONS

  • BFA/BA/BS degree in interior design. Completion of a course of studies for interior design, supplemented by significant work experience and/or research in commercial interior design
  • A minimum of 5 years of professional, interior design code compliant facilities design experience for new construction, including renovation design experience
  • Knowledge, as demonstrated by recent relevant experience, to prepare interior designs that meet functional and aesthetic requirements, and produce final working drawings for facilities, such as multi-story office buildings, operational facilities, personnel support facilities, industrial type shops, housing, and other facilities normally found on military installations.
  • Knowledge of interior design concepts, principles, and practices applicable to the full range of duties concerned with the design, layout, and construction of facilities.
  • Requires ability to supplement standard practices and adapt techniques to solve a wide variety of technical issues. Requires the ability to apply innovative theories and state of the art methods to technical principles, practices, and problems not resolvable through conventional methods. The possession of an Interior Design License or NCIDQ certification is considered demonstration of this ability.
  • Knowledge and skill to use computer software, including word processing, spreadsheet, presentation, electronic mail, Internet, and database type software as well as SpecsIntact word processing software, and cost estimating software. Knowledge and proficiency in the use of computer aided design and drafting software and hardware used in the preparation and presentation of concept designs and the preparation of final working drawings.
  • Knowledge of related engineering disciplines (i.e., architectural, structural, mechanical, electrical, civil, and fire protection) to assure that areas of overlapping responsibilities receive proper design consideration and that total project objectives are met.
  • Ability to produce results of analysis in writing and the ability to consolidate the findings of others, and evaluate recommendations and facts. Ability to make oral presentations of proposed designs and results of studies.
  • Knowledge of budgeting, planning, and project management techniques, including the ability to coordinate the work of others and motivate and lead individuals of a variety of backgrounds.
  • Knowledge of and full compliance with Safety Policy and Guidance and use of personal protective equipment.

 

PREFERRED QUALIFICATIONS

  • MA/MS degree in Interior Design
  • National Council for Interior Design Qualification (NCIDQ) certification is highly desirable.

 

SECURITY CLEARANCE REQUIREMENTS

  • Upon hiring, candidate will be subjected to a PUBLIC TRUST LEVEL investigation which is required to be adjudicated and maintained, in order to remain eligible for employment, per contract and government requirements.

 

TRAVEL

  • Occasional travel and overnight stay may be required.
