Job Description:

The IT System Administrator shall provide and assist in information technology and automation support services.

Essential Duties and Responsibilities (Deliverables):

Includes the following:

  • Financial system interfaces such as Contingency Acquisition Support Model (cASM), General Funds Enterprise Business System (GFEBS), and Electronic Document Access (EDA)
  • Deployment, upgrade, and sustainment of the Department of Defense (DoD) Standard Procurement System's (SPS)/ Procurement Desktop-Defense (PD2) contract writing software and identify hardware, software and data communications problems
  • Maintain and support upgrades and improvements to organization Share Point website
  • Monitor the day-to-day performance of local and wide-area network in excess of 100 computers
  • Diagnose system failures to isolate the source of the problems between equipment/hardware, system software, and application programs
  • Provide day-to-day maintenance of the PD2 database security model including, but not limited to tasks such as setting up new users, resetting passwords, establishing profiles, maintaining warrant information, creating groups/teams, and resetting PIIN numbers
  • Assist PD2 functional users to include analyzing problems, coordinating with the SPSA and SPS Helpdesk, related to resolution of the problem/issue
  • Assist new users with establishing accounts for NIPR, SIPR, JWICS, or any other platform used for the organization.
  • Set up, maintain, and assist with solving issues with Video Teleconferencing (VTC) equipment
  • Deliver quality, day-to-day support services and responding to Help Desk Tickets. The Contractor shall take appropriate action to correct issues in an efficient and timely manner and confirm closure with the User prior to dispositioning a ticket.
  • Maintain a help desk log to track day-to-day assistance to functional users. The contractor’s monthly report shall include, at a minimum, trouble tickets issues reported, resolution of issues, resolution time, and divisions reporting the issues. All open tickets shall be checked weekly for status and briefed to impacted user.
  • Update PD2 Clause Library
  • Provide reports using data from various software/program mediums

Supervisory/Management Authority:

  • None.

Education and/or Experience:

  • Minimum of Bachelor’s degree with at least 24 semester hours in accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Minimum of DAWIA Level III or equivalent certification in Contracting, is preferred.
  • At least four years (4) within the past ten (10) years hands-on work as a contract specialist on DoD contracts. Hands-on experience with performance-based contracting, and contracting by negotiation as referenced in FAR Part 15.
  • Experience must include source selections using best value trade-off analysis for determination of contract award.
  • Shall have the ability to proficiently communicate in the English language

Knowledge, Skills and Abilities:

  • Experienced user of Microsoft products (Word, Excel)
  • Must possess a Top Secret clearance with ability to obtain SCI

Work Environment:

  • Work will be performed primarily in a climate controlled office environment.
  • May require occasional lifting or moving of items up to 25 lbs.

Clearance:

  • Top Secret clearance required with ability to obtain SCI.
