The Defense Health Agency (DHA) is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department’s medical mission, manages the execution of policy issued by the ASD (HA) and serves as the program manager for TRICARE health and medical resources.

This position provides Human Resource (HR) support services for the Defense Health Agency (DHA) Military Personnel Support Division (MPSD). The services provided under this contract will support DHA’s requirement for a strengthened and robust full-service MPSD, equipped to provide the full array of human resources support services across multiple functional HR disciplines and programs.

 

Responsibilities:

  • Serve as a Functional Analyst in support of administering the individual and agency military awards program, recurring annual service member awards and Recognition Programs sponsored by outside organizations approved by the Army, Navy and Air Force. 
  • Provide guidance and assistance to the Chief, MPSD, DHA, staff and subordinate directorates on all aspect of DoD/Joint and Service-specific awards and recognitions programs
  • Ensure all awards and recognitions are submitted and processed in accordance with all military Services regulations/instructions, joint/DoD Instructions, and other policies and guidance
  • Coordination between the nominating unit/directorate, the Services’, Washington Headquarters Services (Pentagon), and sponsoring organizations concerning the interpretation of policy matters and the processing of awards and recognition programs as needed 
  • Plan, organize and administer the agency’s awards program to include the Joint Military Awards Board.
  • Prepare and disseminate the associated agency regulations, policies and procedures 
  • Process a wide variety of individual and unit military decorations to include Service-specific and DoD Joint awards/decorations
  • Coordinate records submission and recommends disposition; prepare certificates and orders; and responsible for quality control
  • Compare award criteria to the nomination submitted
  • Review administrative accuracy of submissions and makes or instructs corrections if required
  • Maintain log of all actions received and in staffing
  • Assign order numbers; prepares certificates; and ensure distribution of certificates, medal sets and orders for approved awards to all appropriate directorate/office and the awardee.
  • Order and maintain inventory i.e. medals, certificates and other materials required for the awards process and for heraldic requirements such as changes in uniform requirements.
  • Perform special tasking or missions as may be required, as appropriate
  • Perform as the individual comprising the agency office of record for all individual and unit orders.
  • Maintain orders control log for issuance of permanent orders in accordance with provisions of AR 600-8-105, established agency policy and/or higher headquarters.
  • Maintain record of orders and retires them to the appropriate repositories. Amends orders as may be required
  • Responsible for tracking and submitting actions pertaining for unit awards, unit guidons, flags and other aspects of heraldry.
  • Process awards and tracks through final disposition.
  • Responsible for regulation reviews and making staff recommendations as applicable 
  • Assist as needed with the DHA Quarterly Awards and Recognitions Ceremony.  Collects, compiles, and analyzes statistical awards data using automated systems for submission to the Chief, MPSD 

 

Qualifications:

  • Bachelor’s Degree in a related field is preferred
  • A minimum of  five (5) years of experience related experience is required
  • Experience and familiarity with DoD, Army, Navy and Air Force Awards and Decoration and Recognition programs is a must
  • Proficient with Microsoft Office Suite
  • Excellent communication skills; both oral and written
  • Ability to successfully pass a background check and drug screen
  • An Active Secret Clearance is highly desired
