Job Title:  Environmental Engineer – Journeyman

SUMMARY

The Air Force Civil Engineering Center (AFCEC), headquartered in San Antonio, TX, is responsible for providing responsive, flexible full-spectrum installation engineering services. AFCEC missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, and audit assertions, acquisition and program management. The unit conducts its operations at more than 75 locations worldwide.

We are looking for a Journeyman Environmental Engineer to support the U.S. Air Force’s Environmental Restoration Account (ERA) planning, programming, budgeting and execution (PPBE) process commonly referred to as Program Requirements Development (PRD).

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide specialized advisory and assistance (A&AS) support services to the Air Force including:
  • Specialized technical support for the U.S. Air Force ERA planning, programming, budgeting and execution (PPBE) process commonly referred to as PRD.
  • Support for the PRD process is accomplished in accordance with the latest version of the PRD Guide utilizing the Air Force's PRD estimating tool of record Remedial Action Cost Engineering Requirements (RACER).
  • Ability to train users to develop estimates in RACER.  Validating new or revised cost models in RACER.
  • Ensure Financial Improvement and Audit Readiness (FIAR) compliance to prepare defensible, reliable Environmental Liabilities (EL) and program estimates.

 

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory/management authority.

EDUCATION and/or EXPERIENCE

  • A Bachelor’s Degree from an accredited discipline university in Engineering, Physical or Life Science, or other related field is required.
  • Minimum of 3 years of experience in environmental restoration accomplished under the Resource Conservation & Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).
  • Experience with the Air Force environmental restoration program (ERP).
  • Experience with PRD process for the USAF ERP.
  • Ability to organize and gather project data, conduct analysis, prepare reports and provide recommendations without assistance.
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, PowerPoint), RACER, EESOH-MIS.
  • Knowledge of state and federal environmental regulations, Defense Environmental Restoration Program (DERP) and FAR.
  • Experience preparing environmental remediation cost estimates using RACER.
  • Training users of RACER.
  • Performing validation of RACER technologies that are new or have been updated from previous software version.
  • Experience interacting with state and federal environmental regulatory agencies.
  • Good organizational skills and excellent communication skills both oral and written.
  • Ability to multitask and meet aggressive deadlines.

DESIRED SKILLS

  • Master’s degree from an accredited discipline university in Engineering, Physical or Life Science

KNOWLEDGE, SKILLS AND ABILITIES

  • Experience developing environmental liabilities estimates using RACER
  • U.S. Citizenship
