SUMMARY

Fort Bliss Army Reservation is an active training facility located in the extreme western part of the State of Texas at El Paso and the south-central area of the State of New Mexico. The reservation occupies approximately 1.2 million acres covering two states and three counties. Our client, the Environmental Division of its Directorate of Public Works, is responsible for the oversight of the installation's natural and cultural resources ensuring compliance with environmental policy, programs and legislation, managing the Region Environmental Program in support of the Army's environmental strategy for pollution prevention, compliance, restoration and conservation.

We are seeking a qualified individual to work closely with the Environmental Division of the Directorate of Public Works at the Fort Bliss Army Installation in El Paso, TX to provide hazardous substances support as outlined below. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Assist with performing asbestos and/or lead-based paint survey inspections to identify the hazardous substance, building material and substrate, location, qualify (as in condition), quantify (as in estimated or accurate amount).
  • Assist with communication of the substances and specifics of these hazardous substances in a written report. 
  • Assist with the review of building maintenance and renovation history, if available.
  • Assist with taking, preparing, identifying and labeling samples for ACM and lead-based paint (LBP), or prepare sample for on-site LBP analysis, (for X-ray Fluorescence [XRF] testing), in accordance to work/sample plan.
  • Assist with drafting and preparing reports and building floor diagrams in accordance with Asbestos Hazard Emergency Response Act (AHERA) (as part of Title II of Toxic Substances Control Act) building inspection preparation and reporting standards.
  • Performs other job related duties as required.

SUPERVISORY/MANAGEMENT AUTHORITY

  • This position will not have supervisory authority.

EDUCATION and/or EXPERIENCE

  • Currently have the necessary licenses in Texas and New Mexico.
  • At least four years of experience working under a licensed Asbestos Project Planner or Contract Supervisor.

KNOWLEDGE, SKILLS AND ABILITIES

  • Must have familiarity with AutoCAD or similar computer-aided drafting (CAD) software to prepare floor plans from existing floor plans, pencil drawings, and other similar plans.
  • Be proficient in the use of Microsoft® Office suite of software in particular MS Word®, MS Excel®, and MS Access®.
  • Must be able to communicate clearly and succinctly in English, and able to read and write effectively in English.
  • Must be capable of working independently or as a team as circumstances dictate.
  • Must be qualified to wear a full-face respirator.
  • Must possess and maintain a driver’s license.

WORK ENVIRONMENT

  • The duties of this position are performed 50% in a climate controlled office environment and 50% in the field.  No travel is anticipated.

CLEARANCE

  • Public Trust clearance required.
