SUMMARY

The Department of State (DOS), Bureau of International Programs (IIP) is the Department’s public diplomacy (PD) communications bureau, leading the Department’s engagement with overseas audiences.  IIP programs are designed to engage an international audience in a sustained, meaningful interaction about the spectrum of US policy objectives, build sustainable networks, and ultimately advance US Foreign Policy objectives.  To carry out this mission, IIP leverages digital communications and technology to reach across platforms – from traditional forms of communication to new media channels. 

 

IIP’s Office of Design puts “Digital First” strategy into practice through creation of responsive user interfaces, graphic design products, branding exercises and user experience research; along with creating and hosting IIP’s non-embassy digital properties including share.america.gov and other campaign websites. IIP is accelerating digital innovation to deliver beautiful products rapidly. The bureau is moving to adopt a more flexible, experimental approach to digital product development backed by data and analytics

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • The Lead Developer shall build, maintain, and enhance social media and web products for the IIP’s Office of Platforms in support of public diplomacy initiatives
  • The Lead Developer shall collaborate and coordinate closely with IIP, Department, and embassy personnel at all levels. The Contracting Officer’s Representative (COR) shall serve as IIP’s direct contact with the Specialist and provide government oversight
  • Recommends course of action to the Office Director and Deputy Director as it relates to the proposed solution the teal of developers will go when the path is not clear or conflicted solutions where provided.
  • Provide technical leadership to the development team while also developing and deploying solutions on a daily basis
  • Manage a team of developers including reviews, mentoring/coaching, hiring. Identifies and encourage areas for growth and improvement within the team.
  • Help manage the Product direction and Roadmap while implementing a transparent process and involving the rest of the team with system architecture decisions, and technical direction setting and unified vision and direction.
  • Adhere to high-quality development principles while delivering solutions on time and maintain high standards of software quality within the team by establishing good practices and habits.
  • Review and rewrite legacy programs as required to increase efficiency or to adapt to new requirements and available technology
  • Collaborate with other software developers, business analysts and software architects to plan, design, develop, test, and maintain web applications.
  • Assist in the collection and documentation of user's requirements, development of user stories, estimates and work plans.
  • Analyze and resolve technical and application problems.
  • Design, develop, and unit test applications in accordance with established standards.
  • Develop and grow relationships with the business users to understand issues and create viable solutions to these issues while utilizing a strong business acumen
  • Partner with stakeholders at all levels of the organization on development requests to determine feasibility and devise application solutions to these business problems
  • Communicates regularly and effectively with stakeholders regarding status of all projects
  • Under limited supervision; research, implement and evaluate new technology solutions to resolve business issues or to improve existing processes
  • Assess opportunities for application and process improvement and prepare documentation of rationale to share with team members and other affected parties.
  • Provide direction in a SCRUM based development methodology
  • Business focused critical thinking skills while taking ROI, TCO and the User experience into account
  • Other duties as assigned.

 

EDUCATON AND EXPERIENCE

  • U.S. citizenship
  • Bachelor’s degree from an accredited academic institution
  • Minimum of five years’ experience in a related field
  • Experienced in front end development best practices, including performance, accessibility, responsive web design, progressive enhancement, and Test Driven Development
  • Experienced with writing support documentation for developed applications
  • Extensive experience writing reusable, testable, efficient and scalable code
  • Strong proficiency with JavaScript to include Isomorphic Javascript and the newer EcmaScript specifications
  • Strong proficiency with Node.js and it frameworks
  • Thorough understanding of React.js, its core principles and workflows (Redux)
  • Thorough understanding of RESTful APIs and formats (JSON, XML), modern authorization mechanisms, such as JSON Web Token
  • Familiarity with the GraphQL data query language
  • Experience with automated API documentation services such as Swagger or API Blueprint
  • Basic understanding of microservices and “serverless” architectures
  • Experience with modern front-end build pipelines and tools such as Babel, Webpack, NPM
  • Proficient understanding of cross-browser compatibility issues and ways to work around such issues
  • Understanding of asynchronous programming and its quirks and workarounds
  • Understanding of user authentication and authorization between multiple systems, servers, and environments
  • Experience with SQL and NoSQL databases such as MySql and MongoDB
  • Experience with implementing automated testing platforms and executing unit tests using Mocha, Chai and Jest
  •  Proficiency understanding of semanitc web markup, including HTML5 and CSS3
  • Extensive experience with WordPress theming and plugin development and general PHP backend development
  • Proficiency with code versioning tools, such as Git
  • Experience with container services like Docker
  • Experience with virtualization using VirtualBox and VMWare
  • Strong proficiency with the Elastic Stack (ELK) – Elasticsearch, Logstash and Kibana
  • Strong proficiency with AWS services and tools such as S3, SQS, and DynamoDB
  • Experience with using the CloudFlare content delivery network (CDN)
  • Ability to communicate effectively with individuals at all levels and handle all directives with candor and professionalism while maintaining composure under the stresses of multiple simultaneous tasks often from high officials
  • Strong interpersonal and customer service skills
  • Proven ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment
  • General knowledge of the politics, diplomacy, and policies of the DOS, US foreign affairs agencies, other international organizations, and the Bureau of International Information Programs
  • Demonstrated ability to develop and maintain professional working relationships with officers and colleagues throughout the Department and with the foreign policy community
  • Excellent written and oral communication skills to prepare and present analysis, to provide recommendations and technical advice, and participate in meetings and discussions
  • Ability to maintain a neutral stance concerning any political or diplomatic topics
  • Build trust, value others, communicate effectively, drive execution, foster innovation, focus on the customer, collaborate with others, solve problems creatively, demonstrate high integrity, and foster core values
  • Responsible for overseeing the creative development and production of digital products and websites.
