CNSP is looking for a Maintenance Planner (Courier) who will provide support to the Department of States’ Office of Security Technology and Field Security Engineering Division (DS/ST/FSE) and its branches. 

Essential Duties and Responsibilities:

Maintenance Planning:

  • Tracking, reporting, and maintaining the Facility Security Engineering (FSE) Division’s vehicle fleet ensuring the periodic vehicle maintenance is performed, when necessary provide vehicle damage reports when necessitated providing and maintaining cleanliness and fuel levels of vehicle assigned utilizing a vehicle usage logbook
  • Provide monthly vehicle usage reports to DS/C/ST; maintaining working knowledge of GSA’s Motor Vehicle to include that Management regulations.
  • Provide advice and assistance on issues ranging from proper care to operation of vehicles to the scheduling and planning of preventive and corrective maintenance on fleet vehicles.
  • Provide accurate information for the integrity of the division’s EZ-Pass account.
  • Perform on-site reviews of vehicle inventory, and ensure adherence to vehicle replacement schedules.
  • Guide customers through the vehicle replacement process, assignment and termination, and maintenance and accident procedures and responsible for accurate record keeping and data entry of fuel usage, mileage reports, maintenance and repairs, trip tickets, expenses, and any other reporting as required by GSA motor pool.
  • Track and file vehicle trip tickets within the Dept. of State’s Fleet Management Information System (FMIS) monthly and train co-workers on FMIS system to successfully produce monthly vehicle reports required by GSA.
  • Maintain records on all Government-owned/lease vehicles with information pertaining to vehicle identification tags, field assignment or termination, and maintenance or repair records.
  • Track and file domestic Motor Vehicle Survey (MVS) and Vehicle Allocation Methodology (VAM) reports annually

Courier Support:

  • The contractor shall be required to provide Courier Support to include:
  • Provide support by hand-carrying classified and unclassified documents and materials between various DOS locations – Embassy / DOS Annexes.
  • Responsible for complying with DOS policy and procedures regarding the movement of classified and unclassified documents and materials in accordance with DOS rules and regulations.
  • Support the administrative staff by providing transportation to multiple foreign embassies to request / obtain visas, passports, or any other official documents.
  • Assist in the disposal of unclassified documents and materials through delivery to the DOS authorized disposal site(s).
  • Escort new FSE employees to and from DOS security briefings and badging locations, to obtain DOS badges.

Supervisory/Management Authority:

  • This position will not have supervisory or management authority

Education and/or Experience:

  • Associates and/or High School degree in addition to 3 to 5 years’ experience in logistics, vehicle maintenance and other related fields
  • Must be a US citizen
  • Must have an active and current SECRET clearance
  • Must successfully pass a drug test and a federal government background investigation
  • Valid state driver’s license with no infractions (tickets or accidents) within the last 3 years
  • Able to work independently with little or no direct supervision

Knowledge, Skills and Abilities: 

  • Must be able to successfully maintain and ensure the accuracy of vehicle logbooks according to DOS vehicle maintenance regulations.
  • Knowledge of the mechanical operations of all types’ vehicles from cars, trucks and to include up and armored vehicles.
  • Follow through on the proper maintenance of vehicles as set by the automaker to include specific models, makes and factory requirements

Work Environment:

  • This position is primarily performed in a secured federal office setting, a controlled office environment and in certain cases out of office environments’
