Management Analyst, Jr. – Physical Security Specialist 
Falls Church, VA

The Defense Health Agency (DHA) is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department’s medical mission, manages the execution of policy and serves as the program manager for TRICARE health and medical resources.

CNSD is seeking an experienced security and risk-based personnel that will be a critical team contributor for development, management and growth of DHA’s physical security policy and procedures. Candidate must possess a comprehensive physical security program knowledge based upon DoD (5200 Manual) and Federal requirements (ISC) as well as industry best practices. 

Responsibilities:

  • Assess electronic security systems (intrusion detection system, closed circuit television system, automated entry control systems) and their ability to detect, delay and provide response to applicable threats at all DHA facilities
  • Issue office and furniture keys to DHA personnel and maintain an inventory at DHHQ
  • Provide visitor management support to the facility, to include processing and escorting visitors
  • Provide training on DHHQ’s Visitor Management System
  • Credential CACs and alternative badges for access control systems, to include actions for DHHQ’s Privilege Management Program (PMP)
  • Plan and conduct active shooter drills, trainings and security briefings
  • Conduct physical security assessments and inspections as requested
  • Oversee the installation and testing of access control systems at DHA facilities within the NCR
  • Manage appropriate access control permissions and remove permissions as personnel out-process or no longer require access to a facility, suite, office or other secured space
  • Work with DHHQ-based PMO (Program Manager and Project Manager) team regarding physical security projects pertaining to facility specific needs to include recommendations involving improvements, policy applicability, project execution and new requirements
  • Attend routine physical security meetings and prepare weekly and monthly activity reports
  • Work with PMO to develop standard operating procedures and plans, to include but not limited to site-specific Physical Security Plans, Emergency Command Center (ECC) plans, Occupant Emergency Plans, Shelter-in-Place plans, and Active Shooter Response plans for DHA facilities
  • Analyze, implement and maintain emergency management and physical security safeguards for DHA personnel, facilities and information.
  • Develop information papers and analysis work sheets, to assist with emergency planning and operations in the event of a natural or man-made disaster for DHHQ and provide advice and recommendations to the Chief, Mission Assurance, on emergency management activities
  • Answer and manage the Mission Assurance help desk phone lines and group mailboxes
  • Conduct periodic physical inspections of Collateral Secured facilities.
  • Assist the Threat Management team with related Mission Assurance responsibilities
  • Moderate travel may be required as needed.

 

Qualifications:

  • Proficient knowledge of DOD Security protocols to include knowledge in personnel, info security, physical security and force protection (5200 Manual and ISC guidelines)
  • Self-motivated with the ability to work independently
  • MS Office Tools required (Proficient in Word, Excel, and PowerPoint)
  • Knowledge of management principles, organizational theory, and techniques of analysis and evaluation
  • Knowledge of policy writing, administrative regulations and operating procedures
  • Knowledge of the mission, functions, and structure of the organization, and able obtain data and information regarding work operations and to prepare a report of findings
  • A working knowledge of the United States Military and the Department of Defense to include but not limited to ranks and titles of uniformed service members
  • Secret Clearance

SUPERVISORY/MANAGEMENT AUTHORITY

Reports to Mission Assurance Program/Project Manager and engage with government personnel on a regular basis along with periodic communication with high ranking military authorities in all branches and PFPA (Pentagon Force Protection Agency).

EDUCATION and/or EXPERIENCE

Bachelors degree or related field experience five (5) years of related experience and/or a combination of education and experience in the following: (1) acting as the primary interface with government program authorities and representatives on technical and project issues, (2) supervising project operations by developing procedures, (3) planning and directing execution of the technical support effort, and (4) monitoring and reporting progress.

Experience with project management, creating and implementing project schedules, managing project teams and budgets, as well as a strong technical background preferable.

  • This position is performed in a climate controlled office setting.
  • Some travel may be required
