The Defense Health Agency (DHA) is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department’s medical mission, manages the execution of policy and serves as the program manager for TRICARE health and medical resources.

Job Description:

Cherokee Nation Security & Defense (CNSD) is seeking an experienced security and risk-based personnel that will be supporting the Project Manager in development and implementation of DHA’s Counter Insider Threat policy and procedures per assigned territory and related functional capability. Candidate must possess a comprehensive Insider Threat program knowledge based upon DoDD 5205.16 and Federal requirements established by Under Secretary of Defense for Intelligence (USD(I)) and the National Insider Threat Task Force (NITTF) as well as industry best practices. 

The successful candidate will provide support to coordinate aspects of the DHA Counter Insider Threat Program from initiation to delivery.  They will coordinate with the project team, identify appropriate resources needed, and support coordination activities performed by staff and internal customers/partners, perform feasibility and needs/impact assessments. The Insider Threat Analyst provides subject matter expertise regarding functions including analysis, reporting, quality assurance, and decision-oriented recommendations.

Essential Duties and Responsibilities (Deliverables):

Includes the following (Other duties may be assigned):

  • Assist with developing, coordinating, and maintaining the DHA Counter Insider Threat policy for the program (to include standard operating procedures) for the entire covered population
  • Produce insider threat referral reports that document issues on Government Furnished Equipment (GFE) misuse, various security violations, counterintelligence concerns, foreign influence, financial stressors, threats to self or others, continuous evaluation, and other potential insider threat concerns
  • Conduct analysis in response to reported incidents for validation, credibility and proper follow-up in accordance with policy and procedures
  • Assist with the preparation and evaluation of annual Insider Threat assessments, to include reports to the USD(I) and the NITTF
  • Assist with the preparation and submission of quarterly assessments in the Electronic Protection Risk Management (EPRM) system
  • Triage data of anomalous events collected and received by User Activity Monitoring (UAM)
  • Elevate anomalous events of concern to the DHA Counter Insider Threat Program Manager
  • Provide full reporting and statistics of the DHA Counter Insider Threat Program on a weekly basis to the Project Manager
  • Respond and coordinate with appropriate DHA entities and personnel in response to insider threat incidents under the direction of the DHA Counter Insider Threat Program Manager
  • At the direction of the government DHA Counter Insider Threat Program Manager, coordinate with the appropriate external agencies to address insider threat incidents
  • Provide analysis and proposed courses of action for each insider threat indicator
  • Conduct insider threat training and communication as needed
  • Assist Physical Security and Information Security teams with related Enterprise Security, Threat Management & Safety responsibilities, as needed
  • Disseminate information on any problems or potential delays and mitigation plans
  • Manage project deliverables and progress through continuous communication with project members
  • Serve as the focal point for and liaison between internal and external departments on the status of insider threat cases or incidents or other project information.
  • Coordinate with key cross-functional partners to solicit customer and associate feedback to identify program improvement opportunities for implementation
  • May perform other duties assigned as needed

Supervisory/Management Authority:

Reports to the CNSD Project Manager.  Interacts with the Enterprise Security, Threat Management & Safety Team on a regular basis along and provide periodic communication with high ranking military authorities in all branches, the Pentagon Force Protection Agency (PFPA) and local law enforcement.

Education and/or Experience:
 

· Bachelor’s Degree in Business Administration or experience in related field and 5 to 8 years and/or a combination of education and experience in the following:

· acting as the primary interface with the government program authorities and representatives on technical and project issues and/or

· conducting analysis regarding potential threats to an organization and/or

· planning and directing execution of the technical support effort and/or

· monitoring and reporting progress.

· Project Management experience, creating and implementing project schedules, and managing project teams.

· Strong technical/analytical background preferred.

· Knowledge, Skills and Abilities: 

  • Proficient knowledge of DoD Insider Threat policy and regulations (including DoDD 5205.16, Executive Orders, NITTF and DITMAC policies)
  • Self-motivated, with the ability to work independently
  • MS Office Tools required (Proficient in Word, Excel, and PowerPoint)
  • Knowledge of management principles, organizational theory, and techniques of analysis and evaluation
  • Knowledge of administrative regulations and operating procedures
  • Knowledge of the mission, functions, and structure of the organization, and able obtain data and information regarding work operations and to prepare a report of findings
  • A working knowledge of the United States Military and the DoD to include but not limited to ranks and titles of uniformed service members
  • Strong communication and analytical skills.
  • Ability to lead and contribute to team deliverables.
  • Ability to successfully pass a Background Investigation and a Drug Screen
  • Minimum of a Secret Clearance required

Work Environment:

This position is performed in a classified space and in a climate controlled office setting.

Some travel may be required.
