Management Analyst – Middle (Safety & Occupation Health)

The Defense Health Agency (DHA) is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department’s medical mission, manages the execution of policy and serves as the program manager for TRICARE health and medical resources.

CNSD is seeking an experienced security and risk based personnel that will be the primary responsible party for development, management and implementation of DHA’s Safety and Occupational Health policy and procedures. Candidate must possess a comprehensive knowledge based of DoD, OSHA and industry best practices in support of the Defense Health Agency (DHA).  DHA is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department’s medical mission, manages the execution of policy and serves as the program manager for TRICARE health and medical resources.

We are seeking a Management Analyst to help support the efforts at DHA in two main disciplines – Safety and Occupational Health as listed below.

Responsibilities:

  • Establish, coordinate, and evaluate the effectiveness of DHA safety policies, plans, programs, and procedures.
  • Assist Mission Assurance with all DHA safety-related matters.
  • Provide technical advice, direction and guidance on safety matters to all DHA locations.
  • Interpret safety standards and regulations and develop or participate in developing new or revised DHA safety standards, when appropriate.
  • Conduct assessments of the effectiveness of the DHA overall safety program by performing evaluations of all DHA locations and reviewing self-assessments.
  • Attend safety councils, committees and working groups established by the DHA or higher authority.
  • Review illness/injury analyses from DHA activities to identify and initiate actions to improve the effectiveness of the safety program and reduce instances of injury or illness to DHA personnel.
  • Ensure adequate consideration of safety features in the design, purchase or procurement of items used by DHA personnel.
  • Plan, develop, participate and evaluate employee safety training in coordination with cognizant training groups, offices, and organizations.
  • Coordinate with all DHA locations to ensure implementation of an effective safety and occupational health program.
  • Assist in the planning and administering of the DHA Occupational Health program using the components of the process review and measurement system or an equivalent management system to focus efforts in those areas that will yield the best overall outcomes for the DHA Occupational Health Program.
  • Perform and document reviews and evaluations of all DHA locations, to ensure that appropriate requirements and considerations affect all DHA operations, facilities, material and equipment.
  • Plan, conduct and document workplace inspections of all DHA buildings, grounds, facilities, materials, equipment, devices, operations and conditions to ensure compliance with applicable policies, laws, regulations, and standards.
  • Abate any DHA workplace hazards.
  • Coordinate the investigation of all mishaps.
  • Assist with updating new requirements and procedures for employee hazard reporting.
  • Prepare annual self-evaluation(s) of program and program elements following Program Review and Measurement System (PR&MS)
  • Assist with the development and promotion of occupational health training and education.
  • Assist with the evaluations of all DHA workplaces and determine Personal Protective Equipment (PPE) Requirements if any.
  • Coordinate Hazardous Material Control and Management (HMC&M). Coordinate safety aspects of the HMC&M program
  • Assists with the assessment and application of multiple organizational, and management improvement techniques in a government or commercial environment to assist with informal reviews at pre-determined points throughout the project life cycle.
  • Analyze client needs to determine systems requirements as they apply to the client's management systems
  • Review client requirements and participate in client problem-solving and in the recommendation process
  • Assist in the creation and assessment of performance measurements.
     

Qualifications:

  • Self-motivated, with the ability to work independently
  • MS Office Tools required (Proficient in Word, Excel, and PowerPoint)
  • Knowledge of management principles, organizational theory, and techniques of analysis and evaluation
  • Knowledge of administrative regulations and operating procedures
  • Knowledge of the mission, functions, and structure of the organization, and able obtain data and information regarding work operations and to prepare a report of findings
  • A working knowledge of the United States Military and the Department of Defense to include but not limited to ranks and titles of uniformed service members
  • Demonstrated ability to analyze client needs to determine systems requirements as they apply to the client's management systems. 
  • Ability to review client requirements and participate in client problem-solving and in the recommendation process. 
  • Ability to identify best practices, effect re-engineering, change management, business management techniques, organizational development, activity.
  • Ability to apply process improvement and re-engineering methodologies and principles.  Ability to create and assess oversight for compliance. 
  • Ability to create, document, communicate, update, and enforce Safety and O/H policy.
  • BS (or equivalent experience) in management related discipline. 2-4 years of related experience.
  • Able to obtain secret clearance or Common Access Card (CAC) required
  • Some travel may be required

SUPERVISORY/MANAGEMENT AUTHORITY

Reports to Mission Assurance Program/Project Manager and engage with government personnel on a regular basis along with periodic communication with high ranking military authorities in all branches and PFPA (Pentagon Force Protection Agency).

 

EDUCATION and/or EXPERIENCE

Bachelor’s degree or related field experience two to four (2-4) years of related experience and/or a combination of education and experience in the following: (1) acting as the primary interface with government program authorities and representatives on technical and project issues, (2) supervising project operations by developing procedures, (3) planning and directing execution of the technical support effort, and (4) monitoring and reporting progress.

Experience with project management, creating and implementing project schedules, managing project teams and budgets, as well as a strong technical background preferable.
