Management Analyst Washington, DC (ID#13495)

The Bureau of Overseas Buildings Operations (OBO) has a requirement for full-time support services of one Management Analyst. Provide a professional service employee to assist in the design, construction, acquisition, maintenance of real properties.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Serve as contract specialist responsible for pre-award and post-award functions involving architectural and design projects at American Embassies and posts worldwide.
  • Attend procurement planning meetings and participate in discussions.
  • Advise program officials of the procurement objectives to be used, and assists in the preparation of statements of work.
  • Prepare determinations, findings, and solicitation documents.
  • Conduct pre-proposal conference(s), assist in Site Visits, prepare and conduct technical evaluation panel and contracting officer representative briefings to arrive at a clear understanding of what is required under the proposed contract.
  • Responsibilities typically include funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extension, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, monitoring of Government property reporting, final payment, and contract closeout.
  • Prepare and process the termination of contract for the convenience of the Government or default by the contractor.
  • Knowledge of the FAR/DFARS and other supplemental regulations as well as commercial contracts experience.
  • Develop procurement objectives for the program in terms of competition and price range, and construct the contractual vehicle including use of pricing arrangements, incorporation of program country unique considerations.
  • Support all contract actions e.g. review/writing/problem solving for services required for Embassy posts worldwide.
  • Responsible for determining the type of procurement actions necessary for supplies/services that were determine to be “best value” for the Government.
  • Overseas travel is probable.

EDUCATON AND EXPERIENCE

BS or BA in IT is preferred; a High School Diploma or equivalent is mandatory.
