The Air Force Civil Engineering Center (AFCEC), headquartered in San Antonio, TX, is responsible for providing responsive, flexible full-spectrum installation engineering services. AFCEC’s missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, asset management lifecycle support, and audit assertions, acquisition and program management.

CNSP is looking for a Mechanical Engineer with a diverse background and knowledge of Civil Engineering, programming, design and construction, as well as project reviews and scope validation.  Must be familiar with vertical and horizontal construction and maintenance.


Includes the following:

  • Assist the client in making investment decisions related to the repair, long term sustainment and routine maintenance of fixed facilities
  • Provide lifecycle analysis to build and maintain infrastructure using asset management principles
  • Support the client by reviewing programming, design and construction related documents to validate scope and help prioritize the Air Force Master List
  • Pull and manipulate data to support client’s programs, correspondence and briefings
  • Create and deliver briefings
  • Perform other job related duties as required



  • This position does not have management authority or supervisory capacity



  • BA/BS from an accredited university in Engineering, Architecture, Construction Management, Math or Math heavy sciences, or related fields is required
    • (Substitutions can be made based on language in OASIS Basic Contract)
  • Minimum of five (5) years of engineering experience in requirements identification, planning, design, construction and/or facility maintenance
  • Experience with electrical and mechanical systems design, installation and maintenance
  • Experience within Department of Defense Agencies or the uniformed services is desired


  • Knowledge of and experience with construction standards
  • Knowledge of and experience with construction standards
  • Knowledge of testing methods to evaluate facility condition
  • Knowledge of cost estimation techniques and software related to vertical facilities (knowledge of PAVER and BUILDER a plus)
  • Ability to work independently to accomplish both broadly described and narrowly proscribed work
  • Experience in organizing and gathering project data, conducting analysis, preparing reports, and providing recommendations to clients
  • Air Force Programming experience is a plus, but not required
  • General Air Force work experience a plus, but not required
  • Professional registration is a plus, but not required
  • US citizenship required
  • Ability to obtain a military Common Access Card (CAC).



  • Majority of time this position is performed in a secured federal office setting on a military base
  • Travel is required for up to 25% of the time to assess built infrastructure as a member of a team and to provide training to Air Force installations across the globe
