This contract requirement is to provide assistance in the design, studies, investigations, construction management and facility support (design and construction) for the Facilities Engineering Commands (FEC) and its associated Facilities Engineering and Acquisition Divisions (FEAD) and Resident Officer in Charge of Construction (ROICC) Offices. These offices are responsible for the administration of NAVFAC contracts for design, construction, alterations, additions, maintenance, rehabilitation and demolition and facilities services of shore stations in their area of responsibility.

This task order is for professional support services to NAVFAC Mid-Atlantic in the form of advisory and assistance services. Such services will not include tasks that would be subject to FAR Part 36 or the Selection of Architects and Engineers Statute (formerly The Brooks Act).

 

We are seeking a Mechanical Engineer to support the NAVFAC Mid-Atlantic Professional Services contract. This contract will assist NAVFAC with their capital program throughout their Area of Responsibility (AOR).

 

RESPONSIBILITIES

  • The incumbent provides independent, timely and professional specialized mechanical engineering support, services and consultation for the planning, design, construction and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands, including minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization and facilities development.
  • The incumbent participates in conferences with project stakeholders and collaborates with other engineering and architectural disciplines to ensure system coordination and integration with specific project requirements.
  • Typical projects include: mechanical engineering services for plumbing, heating, ventilation and air conditioning systems; chilled water, steam, hot water, compressed gasses, natural gas, fuel distribution and storage, energy saving and conversion systems, renewable energy/energy efficient systems/studies, and power distribution and generation systems, large utility plants and distribution systems, air pollution control, water and waste water control systems, process and chemical process piping systems, piping and instrumentation diagrams, instrumentation and control systems, security controls and Anti-Terrorism and Force Protection (ATFP) for mechanical design of major size and complexity for use in government facilities, including, multi-story office buildings, steam plants, hospitals, housing, manufacturing, training, waterfront structures, laboratories, command and control centers, hangars, medical facilities, and large and complex utility systems.

 

REQUIRED QUALIFICATIONS

  • BA/BS in Mechanical Engineering
  • A minimum of 5 years of professional civil engineering code compliant facilities design experience for new construction, including renovation design experience
  • Completion of a course of studies accredited by the Accreditation Board for Engineers and Technology (ABET) for a civil engineering program from a college or university supplemented by a considerable amount of hands-on facilities design experience
  • Professional knowledge and skill in applying the theories, concepts, principles, computer systems applications, and methodology of mechanical engineering relevant to a wide range of construction projects and mechanical utility systems to develop engineering designs and plans for mechanical utility systems (e.g., heating, ventilating, air conditioning, and refrigeration) as a part of complex construction projects.
  • Knowledge of DoD and Navy guide specifications, criteria and policy, industry codes and standards, and standard practices as related to mechanical engineering design, including the American Society of Mechanical Engineers (ASME) standards and Boiler and Pressure Vessel Code (BPVC), American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) standards such as 189.1, 90.1, 62.1, various ASHRAE handbooks, National Fire Protection Association Codes such as 54,58, 90A, 96, Sheet Metal and Air Conditioning Contractors National Association, Inc. (SMACNA) Standards, International Mechanical Code (IMC), International Plumbing Code (IPC), and the International Building Code.
  • Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting mechanical engineering design throughout the NAVFAC Mid-Atlantic AOR. Knowledge of related architectural and engineering fields and their associated impacts as related to mechanical engineering design.
  • Knowledge and experience with Autodesk software, Microsoft Office products, mechanical engineering design and analysis software and other applicable DoD computer systems and software used by the Command.
  • Ability to produce results of analysis in writing and consolidate findings of others and evaluate recommendations and facts. Ability to make oral presentations of proposed designs and results of studies.
  • Knowledge of budgeting, planning and project management techniques, including the ability to coordinate the work of others and lead teams.
  • Knowledge of and full compliance with Safety Policy and Guidance, and use of personal protective equipment.

 

PREFERRED QUALIFICATIONS

  • MA/MS degree in Mechanical Engineering
  • Registration as Professional Engineer (PE) in the discipline of Mechanical Engineering

 

SECURITY CLEARANCE REQUIREMENTS

  • Upon hiring, candidate will be subjected to a PUBLIC TRUST LEVEL investigation which is required to be adjudicated and maintained, in order to remain eligible for employment, per contract and government requirements.

 

TRAVEL

  • Occasional travel and overnight stay may be required.
