CNSP is looking for a Near Coastal Patrol Vessel (NCPV) Technical Advisor (TA) who shall serve as the primary POC for the Dominican Republic NCPV program in the capital city of Santo Domingo. The NCPV TA shall support the Navy of Dominican Republic to establish the appropriate systems and provide technical support to the maintenance and sustainability of their NCPV. The NCPV TA shall provide integration, operations, and technical support of NCPV electrical and mechanical systems, subsystems, and associated equipment to meet NCPV operational readiness.

Essential Duties and Responsibilities:

The Near Coastal Patrol Vessel (NCPV) Technical Advisor (TA) shall support operational customers’ collection of NCPV system data. Data collection on performance of systems, sub-systems, and maintenance schedules shall be integrated into ongoing efforts with the Manager Plus software system. The NCPV TA shall interface directly with the Dominican Navy to provide technical support with the use of specialized equipment. Technical support shall be the NCPV TA’s primary task and is estimated to constitute 80% of the NCPV TA’s support services. The NCPV TA shall provide technical support to the following activities:

  • On-site maintenance, repair, and logistics support. TAFT primarily provides logistics support. The NCPV TA shall augment TAFT’s logistics support, and the NCPV TA’s logistics support is estimated to constitute 20% of the NCPV TA’s support services.
  • Developing Maintenance Procedure Cards for the mechanical and electrical systems and sub-systems
  • Integrating maintenance, logistical, and operational budgets for the NCPV
  • Developing Standard Operating Procedures (SOP) and processes using Knowledge Management (KM) and industry best practices associated with system operations
  • Developing training schedules and plans for the development of personnel who are/will crew the NCPV
  • Coordinating with TAFT to develop long-term maintenance schedules for the NCPV
  • Coordinating with OEMs on technical issues related to systems or sub-systems under product warranty

 

Supervisory/Management Authority:

  • The NCPV TA shall report both to TAFT and to the Chief of the Office of Security Cooperation (OSC) in the U. S. Embassy, Santo Domingo, Dominican Republic. The NCPV TA shall provide reporting directly to the Officer in Charge (OIC) of TAFT for dissemination within U.S. Southern Command (USSOUTHCOM) and the Department of State (DoS). Reports to the TAFT OIC shall be provided on a bi-weekly basis, and the NCPV TA shall take part in the monthly TAFT update calls with DoS.
  • The NCPV TA shall provide a quarterly report to stakeholders containing:

1) Status of the NCPV.

2) Technical issues affecting operational readiness and actions taken to remedy.

3) Progress on development of maintenance and logistics program and use of Manager Plus by personnel.

4) Requirements as determined by the OSC and the TAFT OIC.

  • At the end of the first year, the NCPV TA shall provide an annual report containing an overview of:

1) Lessons learned on the NCPV,

2) A work plan for maintaining logistical and operational support,

3) A proposed long-term training plan for technical personnel.

4) Along-term maintenance plan to be provided to the Dominican Republic Navy.

  • The NCPV TA shall liaise with other OSC and inter-agency colleagues at post. In Accordance With (IAW) DoS Monitoring and Evaluation (M&E) policy, the NCPV TA shall use the M&E framework developed for TAFT to assess how the Dominican Navy is able to maintain the NCPV, support its logistical operations, and train their personnel on mechanical and electronic systems.

Education and/or Experience:

Required:

  • Candidates Must be US Citizens
  • Candidates must have an active and current Secret clearance at the time of applying to this position.
  • Candidates will be subject to a US federal government background investigation and be able to favorably pass a drug screen.
  • Candidates must have a valid and up to date US Passport whose expiration date is at least for one year and/or more.
  • Minimum of ten (10) years of relevant experience in maritime mechanical and electric systems similar to those of a USCG Machinery Technician
  • Minimum of five (5) years of Original Equipment Manufacturer (OEM)-equivalent experience with Caterpillar C32 maritime diesel or similar engines, maritime generators, maritime auxiliary systems, and maritime maintenance processes.
  • Seven (7) years of OEM-equivalent experience with Caterpillar C32 maritime diesel or similar engines, maritime generators, maritime auxiliary systems, and maritime maintenance processes is desired
  • Minimum of two (2) years of experience working with foreign maritime units preferably in Latin America and/or the Caribbean.
  • Travel within the Dominican Republic may be required

Knowledge, Skills and Abilities:

  • NCPV TA shall have a fluency in Spanish (Latin America) equivalent to 3/3 proficiency on the Defense Language Proficiency Test

Work Environment:

  • The work is done in a controlled office environment, Dominican Republic Navy military installation and or at the US Embassy and or Consulate.
