Joint Technology Transfer Initiative (JTTI) Engineer/Scientist 

An engineer or scientist with experience in meteorological, or related, project management, program management, resource management (budget, personnel), grants management, and knowledge of R2O conventions (Readiness Levels) is required to support the Office of Weather and Air Quality (OWAQ) and the overall effort to accelerate research into operations/applications and provide program support for the Joint Technology Transfer Initiative (JTTI) portfolio. Master’s Degree or higher. 

The Engineer/Scientist will provide scientific, technical and programmatic services to the OWAQ Director and work closely with the JTTI lead to effectively develop, plan, implement and track projects, assess and control performance, and manage risk and interdependencies to meet the project goals and objectives throughout program/project life cycles. The Engineer/Scientist will nurture existing communications between operational forecasters and the rest of the weather enterprise, collecting operational needs and assisting in the development of Funding Opportunities to bring solutions from the research community into current and future employed systems.  

Background: 
Transitions occur in two phases: demonstration (e.g., the use of test-beds to confirm operational usability or demonstration using rapid prototyping), which is part of R&D, and deployment (e.g., the integration of new people, equipment, or techniques into an operational environment), which is part of applications, including NOAA operations. Transitions may occur from NOAA-conducted R&D to NOAA operations, from NOAA-conducted R&D to an external partner, or from external partner-conducted R&D to NOAA operations. .NOAA's focal point for central management of the R2O effort is OAR's Office of Weather and Air Quality (OWAQ). OAR/OWAQ is building a team of specialists who will work with the JTTI portfolio and existing funded programs to develop and nurture cost-effective and innovative concept of operations by offering various short- and long-term funding mechanisms (e.g., competitive grants, internal and external Funding Opportunities) in support of operational implementation. This position will focus in particular on NWS operations and developmental research funded within the OWAQ office with a final goal of being transitioned to observations, providing program support and assisting with competition creation, documentation, and mission-support of funded projects. 

The Engineer/Scientist will provide project management level oversight and scientific guidance in planning and tracking related service under the guidance of the JTTI portfolio lead, produce system improvements from concept to delivery and communicate task status and schedule changes promptly, be aware and recommend new and existing NOAA/OWAQ policies to improve R2O effectiveness. The Engineer/Scientist will produce monthly status reports and highlight task completion schedules as needed, work schedule variations (if any), other milestones and work product deliveries, assist in the processing of incoming Letters of Intent, full proposals, and funding selection packages during JTTI competitions, and assist research to operations transitions.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Provide programmatic support for a combination of physical science and technological fields related to meteorological research and applications. Conducts analyses and produces reports for mission-supporting scientific work. 

Provides a full suite of support functions including planning, and reviewing work, and executing technical tasks.

Provide project management support for activities associated with transitioning OWAQ-supported research to operations (R2O) activities by  assisting in the development, review and approval process of the Research to Operations (R2O) transition plans; and tracking the progress and Readiness Levels (RL) of the transition projects.

Serve as a subject matter expert in transitioning research into operations, particularly into National Weather Service operations.

Identify, recommend, and execute new and existing NOAA and OWAQ policies pertaining to R2O to improve R2O efficiency.

Provide support to plan, coordinate, investigate and provide scientific analysis and offer solutions, if needed, for all internal and external grant related activities from the preparation of the funding opportunity announcements to the final grant closeouts. Assist with the preparation and publication of the funding announcements..

Assist with the peer-review process of the Letter of Intent (LOI) and full proposals submitted to the OWAQ’s programs by documenting, tracking, tallying the review score and rank ordering the proposals, and preparing all the necessary documents and spreadsheets for the review process. Prepare all the required documents, in a timely manner, to satisfy Grants Management Division’s (GMD) submission requirements for all OWAQ programs.

Plan, coordinate and schedule the progress reviews and assist in monitoring and tracking the progress of the OWAQ funded grants in NOAA’s Grants Online system.
Assist in the development, review and approval process of the Research to Operations (R2O) transition plans; and tracking the progress and Readiness Levels (RL) of the transition projects.

Prepare PowerPoint presentations, reports and spreadsheets to OWAQ’s director and program managers, as requested.

SUPERVISORY/MANAGEMENT AUTHORITY
The Engineer/Scientist will provide project management level oversight and scientific guidance in planning and tracking related service, product and system improvements from concept to delivery and communicate task status and schedule changes promptly, conforming to congressional guidelines and mandates. The Engineer/Scientist will produce monthly status reports and highlighting task completion schedules as needed, work schedule variations (if any), other milestones and work product deliveries, synthesize interactions with the weather enterprise to construct research planning documents, and assist research to operations transitions.

EDUCATION and/or EXPERIENCE
MA/MS degree and/or experience in earth system physical science fields such as meteorology, oceanography, cryosphere, and numerical modeling is preferred with established experience in similar position.

KNOWLEDGE, SKILLS AND ABILITIES
Experience in meteorological, or related, project management, program management, resource management (budget, personnel), and program planning documentation is required to support the Office of Weather and Air Quality and the overall effort to align office goals and efforts to meet congressional mandates.
