On-Site Project Manager, Custodial Services Ft. Sill, OK
The on-site Project Manager is responsible for the day-to-day operations, quality control compliance, contract administration, budget adherence, direction and monitoring of assigned staff, and providing operational updates to the Program Manager for the contracted janitorial and cleaning activities on Fort Sill, Oklahoma.  This position shall manage, tools, chemicals, equipment, materials, supplies, and supervise personnel required to perform custodial services with efficiency and in a manner that will maintain a satisfactory condition and present a clean, neat and professional appearance. This position shall ensure work is conducted in accordance with the terms and conditions of the government contract and commercial practices for custodial services.  Facilities to be serviced consist of major headquarters, administrative areas, libraries and latrines (toilet/shower rooms).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Supervises daily work of approximately 50 assigned custodial personnel
  • Ensures all assigned areas are inspected daily and that work is being carried out properly and orderly; personally inspects all assigned areas weekly.
  • Provides professional consultation and leadership to all staff and serves as the functional expert on all matters relating to contract requirements
  • Establishes and implements short and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement
  • Prepares and submits work schedules and ensures all employees submit proper biweekly payroll timesheets.
  • Develops and/or coordinates the implementation of training programs for personnel within the organization regarding the nature and application of operating policies and procedures.
  • Implements new procedures and policies as appropriate and directed by senior CNMS leadership.
  • Is the Quality Control specialist ensuring the Quality Assurance staff maintains the highest standards of cleanliness of the contracted areas
  • Maintains quality service by establishing and enforcing organization standards
  • Ensures the productivity of personnel with regard to work performance and expectations of cleaning standards; prepares and submits performance and disciplinary actions.
  • Designates shift and area work assignments for custodial personnel, lead personnel, and supervisors; ensures routine, additional, enhanced, and special work/services are conducted as assigned and required by contract.
  • Maintains records and correspondence; prepares reports, submits purchase requisitions for supplies; maintains supply inventory;
  • Prepares and submits required reports.
  • Establishes and monitors working relationships with custodial personnel, collective bargaining agents, and client representatives.
  • Coordinates various cleaning projects; receives equipment, uniforms, and paper orders; operates all cleaning equipment.
  • Establishes a preventive maintenance schedule for all cleaning equipment and fleet vehicles
  • Performs other job related duties as required.

SUPERVISORY/MANAGEMENT AUTHORITY

  • Supervises daily work of approximately 50 assigned custodial personnel, supervisors and leads
  • Ensures all assigned areas are inspected daily and that work is being carried properly and orderly.
  • Prepares and submits work schedules and ensures all employees submit proper biweekly payroll timesheets.
  • Evaluates performance of custodial personnel; prepares and submits disciplinary action.

EDUCATION and/or EXPERIENCE

  • High school degree required, college degree preferred
  • Experience leading a large team with subordinate supervisors/leads and staff with delegated authorities
  • At least 7-10 years of managerial experience

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Must have knowledge of quality control/quality assurance programs, process analysis, and management principles
  • Basic computer skills with working application of Microsoft Office products
  • Strong supervisory and leadership skills required to manage a staff of approximately 50 employees
  • Inventory and expense control as well as maintaining labor standards and guideline
  • Maintain a positive professional working relationship with management and co-workers
  • Ability to analyze complex problems, interpret operational needs, and develop integrated, collaborative, creative solutions
  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals in a diverse community
  • Advanced analytical, evaluative, and objective critical thinking skills.
  • Skill in organizing resources and establishing priorities
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments
  • Ability to provide technical guidance and leadership to professional personnel in area of expertise
  • Must have valid driver’s license and proof of auto insurance

WORK ENVIRONMENT

Primarily climate controlled environment.  Duties require driving, walking, climbing stairs and movement through outdoor environment to inspect all assigned areas in multiple buildings and facilities at Fort Sill, Oklahoma.  Duties require physical performance of janitorial duties to include the handling of tools, chemicals, equipment, materials, and supplies required to perform custodial services in order to assist, evaluate, and train custodial staff.
