CNSP is looking for a Personnel Security Support Assistant-Journeyman to support the Department of Energy (DOE) Western Area Power Administration (WAPA) Headquarters in Lakewood, CO and support our team providing technical services to the Office of Security and Emergency Management (OSEM) under this Technical Support Services contract.

Essential Duties and Responsibilities:

  • Maintain a Personnel Security Program for WAPA. The position must provide, at a minimum technical expertise and support, to WAPA and OSEM in the personnel security program and Critical Infrastructure Protection Program (CIP) requirements.
  • Provide proficient working knowledge of personnel security procedures, policies, and standard operating procedures.
  • Provide subject matter expert level support services on a wide array of personnel security program issues including badging, Federal/Contractor Background Investigations and credentialing duties in accordance with Federal laws and policy related to Homeland Security Presidential Directive 12.
  • Review, evaluate, make recommendations for improvement, maintains and handles personnel background checks filing system. This requires handling of personally identifiable information (PII), personnel sensitive information on a daily basis.

 

Supervisory/Management Authority:

  • This position may have supervisory or management authority as delegated.

Education and/or Experience:

  • Candidates must be US Citizens.
  • Candidates will undergo a US government federal background investigation and must be able to favorable pass a drug screen.
  • BA/BS or MA/MS in Personnel Security, Homeland Security, Emergency Security Management, Criminal Justice Security with an emphasis on protection of PPI.
  • Minimum of three (3) years of experience is required.
  • Must have at least one (1) year of extensive knowledge and training in personnel security and Federal/Contractor Background Investigations. 
  • Knowledge of Office of Personnel Management (OPM) processes, levels of investigations and required documents.
  • Must have knowledge in Homeland Security Presidential Directive 12 (HSP-12) badging and related systems.
  • Must possess extensive knowledge in the use of computers with background in unique security software applications and programs in order to perform functions in personnel security.
  • Must have knowledge and demonstrated experience in the following:
    • US Government Personnel Security Programs as indicted by the Office of Personnel Management (OPM)
    • Homeland Security Presidential Directive 12, Policy for a Common Identification Standard for Federal Employees and Contractors
    • Federal Information Processing Standard (FIPS) 201-2, Personal Identity Verification (PIV) of Federal Employees and Contractors
    • North American Electric Reliability Corporation (NERC), Critical Infrastructure Protection (CIP) standards 006 and 003.
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).
  • Strong written and verbal communication skills.

  • Must have knowledge and demonstrated experience in the following:
    • US Government Personnel Security Programs as indicted by the Office of Personnel Management (OPM)
    • Homeland Security Presidential Directive 12, Policy for a Common Identification Standard for Federal Employees and Contractors
    • Federal Information Processing Standard (FIPS) 201-2, Personal Identity Verification (PIV) of Federal Employees and Contractors
    • North American Electric Reliability Corporation (NERC), Critical Infrastructure Protection (CIP) standards 006 and 003.
  • Ability to deal with a variety of people in a professional and courteous manner in diversified situations.

 

Work Environment:

This position is primarily performed in a secured federal office setting, a controlled office environment as well as working outside in a job site environment.
