CNSP is looking for a Physical Security Specialist-Journeyman to support the Department of Energy (DOE) Western Area Power Administration (WAPA) Headquarters in Lakewood, CO and support our team providing technical services to the Office of Security and Emergency Management (OSEM) under this Technical Support Services contract.

Essential Duties and Responsibilities:

  • Serve as a physical security subject matter expert and provides program-level customer support. Assists with strategic deployment of security remediation and enterprise physical security measures and configurations.
  • Develop design concepts and specifications for security countermeasures: video surveillance and analytics, access control and traffic management, detection and alarm, barrier and denial, and other physical security protection systems.
  • Provide physical security recommendations to meet and maintain compliance with Government and industry security standards and regulations including: Department of Energy orders, Interagency Security Committee standards, Homeland Security Presidential Directives, North American Electric Reliability Corporation standards.
  • Prepare, review, and manage technical documents, drawings, acquisition documents, and project management documents for systems, components, and services.
  • Prepare cost estimates for procurement and installation of security measures and systems.
  • Manage, maintain, inventory, and deploy mobile security systems.
  • Evaluate and recommend commercial (COTS) applications and products. Advises on integration and performance standards. Conduct research and post-installation testing and analysis of systems.
  • Maintain active liaison with security industry and external agencies. Researches evolving threats and countermeasures applicable to WAPA. Advises on implementation of Federal and industry standards into WAPA business and systems.
  • Train managers and end-users on security system operation; provides occasional system support, including on-site basic troubleshooting.
  • Maintain electronic inventories of security hardware, software, product documentation, and project drawings.
  • Prepare and deliver technical and program reports and presentations.
  • Complete tasks in a professional manner and within the timeframe requested.
  • Travel throughout the Western U.S. to participate in customer project meetings; evaluate, configure, and troubleshoot systems; and perform site security surveys.

Supervisory/Management Authority:

  • This position may have supervisory or management authority when designated

Education and/or Experience:

  • Candidates must be US Citizens.
  • Candidates will undergo a US government federal background investigation and must be able to favorable pass a drug test.
  • BA/BS or MA/MS is required.
  • Have at least five (5) years of years of experience in technical writing with documentation of his/her knowledge and ability to apply Federal security and emergency management program policy, laws, and regulations.
  • Must possess extensive knowledge in federal security and emergency management programs supporting entire organizations.
  • Must have knowledge and demonstrated experience in the following:
    • Advanced writing of policy and procedures for governmental operations
    • Security operations and analysis
    • National Infrastructure Protection Plan
    • The National Terrorism Advisory System
    • The Interagency Security Committee, Physical Security Standards for Federal Facilities and Design Basis Threat
    • The National Infrastructure Protection Plan as it relates to the energy sector
    • Homeland Security Presidential Directive 7, Critical Infrastructure Identification, Prioritization, and Protection
    • Homeland Security Presidential Directive 5, Management of Domestic Incidents.
    • Homeland Security Presidential Directive 19, Combating terrorists Use of Explosives in the US
    • US Government Personnel Security Programs as indicted by the Office of Personnel Management (OPM)
    • North American Electric Reliability Corporation (NERC), Critical Infrastructure Protection (CIP) standards 006 and 003.
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).
  • Strong written and verbal communication skills.

Work Environment:

This position is primarily performed in a secured federal office setting, a controlled office environment as well as working outside in a job site diverse and changing weather environment.
