SUMMARY

The Procurement Analyst shall provide operational support to assist with planning and developing metrics in support of our client’s mission.  This support will include, Automation/IT support for PRWeb/CASM, EDA, procurement tracking, Automation, System Administration, E-Business tools, and other windows-based automated system interfaces. The Procurement Analyst shall possess experience in acquisition and business operations support services and be familiar with government policies and procedures, and possess excellent analytical and time management skills.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Develop and maintain automated computer-based systems to collect, track, and create reports for contracting metrics
  • Review current and recommend new and improved methods and procedures in order to increase the effectiveness of contracting operations and processes
  • Perform strategic planning analysis, business case development, and project requirements
  • Gather, document, and communicate current contracting statuses and metrics to external organizations
  • Provides assistance and input in order to conceptualize means to apply information technology as a strategic asset
  • Monitor project progress regularly so as to report project status to procurement management.
  • Assist team in procurement related activities as needed.
  • Gather, analyze and interpret external and internal data and write reports
  • Assess overall client performance against objectives

SUPERVISORY/MANAGEMENT AUTHORITY

  • This position has no supervisory and management authority.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Finance, Computer Science, Information Technology, Business Administration, Business Management, or a related field
  • Must possess a Top Secret clearance with ability to obtain SCI
  • At least five (5) years within the past ten (10) years’ experience developing and maintain data systems to track and report on metrics and organization health
  • At least two years (2) within the past ten (10) years’ as a procurement analyst or contract specialist on Federal government contracts
  • Excellent organizational and leadership skills
  • Outstanding communication and interpersonal abilities
  • Some background in government acquisition process required

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the FAR, DFARS, AFARS, and other DoD procurement regulations and policies.
  • Expert mastery of Microsoft applications and systems with some programming experience. Required working knowledge and experience include Intelligence/Business Objects (data tables, query writing, report writing), SQL Server Reporting Services (or other Business Intelligence), Microsoft Access database design/management to track procurement actions, and other Microsoft Office suite applications (Excel, PowerPoint, Word, Outlook, OneNote, etc.).
  • Thorough understanding of diverse business processes and strategy development
  • Good understanding of research methods and data analysis techniques

WORK ENVIRONMENT

  • Work will be performed primarily in a climate-controlled office environment.
  • May require occasional lifting or moving of items up to 25 lbs.
