Cherokee Nation Management & Consulting is seeking a Procurement Specialist in support of a procurement/logistics project for the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) in Bogotá, Colombia.

The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of state is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.

INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.



Includes the following:

  • Specializes in purchasing goods and services to ensure program success. Ensures all purchases meet technical, budgetary, and delivery constraints.
  • Assesses the performance of suppliers in responding to demands.
  • Develops long-term relationships with suppliers and terminates those who are detrimental to the well-being of the programs.
  • Negotiates with different suppliers for price, quality, timeliness and other factors.
  • Expedites and liaises with suppliers to ensure timely delivery of goods and services.
  • Writes and analyzes requisitions, invoices, supply requests and supply orders.
  • Tracks and monitors inventory and needs to determine when to order or purchase new items.
  • Performs other job related duties as required.



  • This position may oversee procurement clerks and other support staff, but will not service in a direct supervisory capacity.  



  • Bachelor’s degree plus 10 years’ experience, focused on international work in support of the U.S. Federal Government, required
  • Department of State experience preferred
  • Experience in Bogotá, Colombia preferred



  • Spanish fluency preferred



  • Work will be performance in both office and warehouse environment
