Summary

 

The MOMRP, USAMRMC, manages an extensive portfolio of research aimed at developing effective countermeasures against stressors to maximize health, performance and well-being throughout the Deployment Cycle. The broad program is organized into four program areas: Injury Prevention and Reduction, Psychological Health and Resilience, Physiological Health, and Environmental Health and Protection. Each area represents efforts to develop guidelines and criteria to predict, prevent and mitigate physical and psychological injury and contribute to the shared responsibility of enabling our Armed Forces and providing them with the best care possible.

 

CNSP is seeking a Product Development and Transition Specialist to support the Defense Health Program Enhancement (DHP) operational medical research program and Clinical and Rehabilitative Medicine Research Program (CRMRP).

 

 

 

Essential Duties and Responsibilities

 

Advise and support the Psychological Health & Resilience Deputy Portfolio Services in the following criteria:

  • Prepare charters for all S&T capabilities and products and provide input to IPTs for all products
  • Interact with CRMRP Portfolio Managers and other coordinators on transition issues.
  • Develop and maintain a database containing information on CRMRP-related tech-based products product development status and predicted/actual dates for transition to advanced development and provide updates to CRMRP coordinators
  • Prepare and track technology transition agreements for all Science and Technology (S&T) and Advanced Development capabilities and products in coordination with IPT Chairs
  • Administer S&T IPTs, set schedules and agendas, track objectives and assignments to ensure efficient progress and decision making and publish proceedings and meeting minutes
  • Develop briefing materials for DG Annual In Progress Reviews, Materiel
  • Develop Decision briefs and Milestone Decision reviews in coordination with the IPT Chairs and DG Coordinators
  • Develop acquisition documentation required for Milestone A and B Decision Reviews
  • Respond to S&T and Advanced Development related inquiries and tasks from leadership
  • Provide input to and coordinate with the Directorate of Combat and Doctrine Development for development of new Clinical and Rehabilitative Medicine requirements documents
  • Analyze existing requirements documents for applicability to CRMRP products
  • Prepare /coordinate completion of CRMRP Product Development Plans
  • Serve as principal coordinator and technical liaison for all external requests for information and suspense actions regarding Congressional Special Interest Programs
  • Coordinate with MRMC Execution Agencies and assist Portfolio Managers with oversight and status updates for funded research

 

Supervisory/Management Authority

  • This position does not have management authority or supervisory capacity

 

Education and Experience

  • Bachelor's Degree in biomedical or engineering sciences
  • 4 years of relevant experience
  • Product management experience with transitioning medical products through regulatory approval
  • Experience with the DoD acquisition system, including the functioning of Integrated Product Teams (IPTs)

 

Knowledge, Skills and Abilities

  • Ability to organize and track multiple simultaneous efforts in preparation of documents and packages related to technology maturity
  • Become proficient in the use of government Electronic Data Management Systems and provide reports
  • Applicants must currently possess or be able to receive a favorable National Agency Check (NAC)
  • Must be able to pass a drug screen and federal background check

 

 Work Environment

  • This position is primarily performed in an office setting in a controlled office setting
