SUMMARY

The Customs and Border Protection (CBP), Office of Facilities Management and Engineering Directorate (FM&E) is responsible for the coordination of all real property management functions within CBP. This includes construction management, energy management, architectural and engineering design services, establishment of facility standards, historic preservation, and the planning and coordination of repairs and alterations to CBP occupied facilities. In addition, FM&E is also responsible for all aspects of financial management and budgeting, logistical support, building management services, investment planning, and life cycle management of real property. The candidate will provide program analysis, project management and housing administration/tenant management contract services for personnel support within the Mission Support Program Office of the Office of Facilities Management and Engineering (FM&E)

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Serve as a senior analyst and/or advisor on a range of complex program activities requiring application of a wide range of qualitative and or quantitative methods for assessment of complex management processes, systems and mission support programs. Those may include, but are not limited to: budget methodology and control; statistical research and performance measurement; information systems; management techniques and theories; organizational structure; planning and control systems; and-or public and assist CBP with preparing draft policy and compiling data requested by CBP to communicate with Congress.
  • Plans and conducts special studies, personally or through team members, provides advice, and develops and evaluates policies in assigned areas of responsibility. Plans, conducts or participates in special studies on task forces, provides assistance to headquarters and field offices. Develops and evaluates policies in assigned program areas, takes or recommends actions to achieve organizational objectives, and recommends future program objectives and improvements.

EDUCATION AND EXPERIENCE

  • Four (4) years of specialized experience that equipped you with the skills needed to perform the job duties.
  • Experience conducting studies, analyzing findings and making recommendations on substantive operating programs that required applying knowledge of qualitative and quantitative analytical techniques. Along with knowledge of the mission, organization, and work processes of the programs and the relationships of administrative support activities; performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long range planning including developing guidance on techniques for management and methods improvement.
  • Experience in communicating effectively, both orally and in writing, clearly, concisely, and with technical accuracy; while building and sustaining effective working relationships with a team of interdisciplinary professionals to included: attorneys, federal law enforcement, public affairs specialists, environmental scientists and engineers, regulators, and external Federal, tribal, states, and local regulatory and resource management stakeholders, as well as with the public.

KNOWLEDGE, SKILLS AND ABILITIES

  • Be proficient in Microsoft Office, Word, Excel, PowerPoint, and Project, and other applicable database and office automation products.
  • Be able to obtain a favorable determination of the DHS Background
  • Investigation.

WORK ENVIRONMENT

  • Work will be performed primarily in a climate controlled office environment.
  • May require occasional lifting or moving of items up to 25 lbs.
