CNSP is looking for A Program Analyst II to assist the Dept. of State on their mission

The Program Analyst II is responsible for assisting with resource allocation; technical oversight, in either physical or technical security programs; high-level technical expertise; and participation in briefings and meetings. Frequently provide support to the Program Analyst III in performing technical tasks.

Essential Duties and Responsibilities:

  • Work with the Program Analyst III with providing advice and guidance to officials on program planning, budgeting, programming, and contract management activities
  • Assist with developing, recommending, and providing interpretation and implementation of policies and procedures
  • Support a team with provide planning, organizing, and assistance with contract actions
  • Providing assistance, advice, and guidance in all aspects of the contracting process;
  • Assist with training new employees in contracting as well as providing financial and budgetary support
  • Help with developing Out-Year financial plans and budget estimates for supplemental programs;
  • Establishing and maintaining liaison and serving as the focal point for the coordination and communication with appropriate offices, overseas posts, and interested foreign affairs and intelligence agencies.
  • Assist with applying various laws, regulations, policies and precedents which affect the use of program and related support resources;
  • Help with conducting detailed analyses of functions and work processes; and presenting recommendations for improvements and corrective actions

Supervisory/Management Authority:

  • This position will not have supervisory or management authority

Education and/or Experience:

  • A bachelor’s degree in a Business Administration or a related field is required
  • A minimum of two (2) years’ work experience in a supporting program analyst role in a DoS, DoD military, DoJ or an applicable federal entity is required
  • Six (6) to ten (10) years’ work experience in a position that consists of planning, developing, coordinating, and conducting analyses for overall operational efficiencies/inefficiencies, program-related trends, effectiveness as well as achieving planned goals, objectives, milestones, and effective budgetary & resource utilization.
  • Some experience applying and administering various laws, regulations, policies and precedents which affect the use of program and related support resources;
  • Some xperience conducting detailed analyses and route cause analysis regarding functions and work processes; and presenting recommendations for improvements and corrective actions

Knowledge, Skills and Abilities:

  • Must be a critical thinker and creative problem solver
  • Attention to detail and the ability to multi-task
  • Proficient in current Microsoft Office Suite to include Outlook, Word, Excel and SharePoint programs
  • Excellent communication skills; both oral and written
  • Have a minimum of an Active Secret Clearance
  • U.S. Citizenship
  • Ability to successfully pass a drug screen and federal background check

Work Environment:

· This position is performed in a secured federal office setting
