Program Analyst-Management Analyst III

CNMS has a requirement to hire staff to support Global Engagement Center (GEC)’s Content, Analytics and Partnerships teams that will assist in a variety of foci, from the budget execution, to the planning, coordination, and synchronization of messaging campaigns and programs, to analyzing and evaluating data and to the establishment, management, leveraging and development of strategic international and Department partnerships. The employee shall also provide support to other teams within the GEC as it pertains to messaging, subject matter and cultural expertise, resources and analytics.


The program analyst supports the Cross-Cutting Programs Officer to administer and execute multi-regional programs that identify, establish, train, maintain, and coordinate the Center’s partner counterterrorism messaging networks. These networks, primarily comprised of non-governmental partners, serve as Center partners to produce original content and local research; disseminate messaging products created by others to foreign audiences abroad; and engage credible voices that will resonate with local audiences.

Duties and Responsibilities:

      • Assists the Partnerships Team in coordinating specific strategic planning, budget, administrative, and partner capacity-building training issues for the Partnership Office.
      • Interfaces with staff of U.S. Embassies and Consulates in priority countries and emerging areas of concern to organize and implement project-level workshops with CVE influencers in religious communities, civil society organizations, academics/researchers, technologists, and representatives of media outlets and private sector entities.
      • Assists the program officers with the development of follow-on grants component of the Functional Cell’s multi-regional capacity-building program
      • Assists in the development and implementation of tools to ensure strategic coordination and consistency across Partnership’s Regional Teams, including drafting internal memos and coordinating clearance process for taskers issued by the Front Office to Partnerships.
      • Assists the Partnerships Team in resource planning functions for the Partnerships Office, working closely with GEC Resources staff to determine and brief the Chief of Partnerships on resources required to complete forecasted programs. Drafts internal memoranda for additional funding requests as necessary.
      • Assists Partnership Team in executing monitoring and evaluating techniques to measure the effectiveness of Partnership’s current programming, recommending areas for improvement where appropriate.
      • Works closely with Partnership’s Regional Team Leads to facilitate training programs with the GEC’s foreign government partners designed to build the capacity of foreign government-led regional messaging centers.
      • Monitors trends in identified networks’ CVE efforts, and recommending ways to fill programming gaps and identifying opportunities.
      • As needed, develop, implement, and coordinate U.S. government efforts to recognize, understand, expose, and counter foreign state propaganda and disinformation efforts aimed at undermining United States national security interests


      • Knowledge of current analytic thought on counterterrorism/counter violent extremism (CT/CVE).
      • Ability to synthesize information and relevant insights from U.S. government agencies, academia and the private sector in order to formulate CVE communication programs and engagement approaches.
      • Broad knowledge of current U.S. foreign policy objectives and programs.
      • Skill in oral and written communication.
      • Ability to establish liaison within the foreign policy and intelligence communities to exchange information vital to both spheres of operation.
      • Organizational skills and multi-tasking abilities.
      • Creative thinking and analytical skills.
      • Written and oral communication skills.
      • Ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment.

      • Significant familiarity or direct experience in working for the State Department.
      • A Bachelor’s Degree is required for this position
