The Centers for Disease Control and Prevention's Center for State, Tribal, Local and Territorial Support (CSTLTS) supports cross-agency activities and efforts to improve public health at the state, tribal, local and territorial levels by building capacity in public health infrastructure and practice, resource and asset management, performance and accountability, workforce development and shared leadership to improve public health outcomes.

CSTLTS is in need of a Program Analyst for Partnership Development, Stakeholder Management, and Issues Management.



  • Serve as the Center for State, Tribal, Local, and Territorial Support (CSTLTS) Travel Federal Agency Travel Administrator (FATA)
    • Prepare and review travel; process vouchers
    • Provide consultation and technical assistance to CSTLTS staff regarding travel-related issues
    • Review, research and resolve Unliquidated Obligations (ULOs)
  • Initiate, manage and complete personnel actions for all CSTLTS divisions and offices
    • Serve as a Point of Contact (POC) between the agency Human Resources Office (HRO) and CSTLTS
    • Submit actions in Human Resources Employment Processing System (HREPS) and Enterprise Human Capital Management (EHCM)
    • Provide consultation and technical assistance to CSTLTS staff regarding onboarding and offboarding concerns
    • Perform Position Based Management Systems reviews, updates, maintenance, and entries
  • Assist with the CSTLTS Integrated Conference Approval Portal (ICAP) conference solicitation processes including conference data entry, submission tracking, solicitation tracking, and process monitoring


  • No supervisory or management authority



  • Bachelor’s Degree required; Master’s Degree preferred with 3 – 5 years of experience developing communications and marketing strategies.
  • Degree in Business, Public Health, Communications or related field.
  • Previous experience with CDC and/or CSTLTS travel programs, policies, procedures, and communication activities highly required
  • CONCUR Experience Required

  • Work is conducted in a climate controlled office environment.
  • The environment may require prolonged sitting, prolonged standing, and light lifting up to 20 lbs.
