Program Analyst Washington, DC (ID#13508)

The purpose of this task order is to provide professional service employees to complete projects designed within the Bureau of International Information Programs’ Office of Public Engagement.


  • Assist in the development of integrated, data-driven public engagement campaigns designed to move target audiences toward measureable shifts in attitude and observable behaviors that advance a U.S. policy priority
  • Work with Department and other stakeholders and experts to inform and execute the campaigns
  • Work with content providers to develop materials that support campaign goals
  • Identify and create written, visual, and other content for campaigns
  • Manage digital engagement for campaigns across multiple platforms and communication channels
  • Identify and recruit subject-matter experts to participate in blogs, webchats, and online discussions on campaign themes; manage implementing logistics and  related activities
  • Monitor and analyze available metric data, including site traffic, hash tags, trending topics, etc., to determine campaign engagement effectiveness and recommend recalibrating tactics as necessary
  • Compose reports for colleagues, Bureau leadership, and other stakeholders on campaign results
  • Keep abreast of emerging trends in digital communications and advise colleagues on how to capitalize on them


  • University degree in international affairs, political science, the humanities, public diplomacy, communications, public relations, marketing, or related field
  • Experience using public engagement tactics, campaigns or programs for public outreach
  • Experience using digital engagement tools and techniques for public outreach, including blogging, social media platforms and email outreach
  • Working knowledge of social media networks, engagement strategies and internet technologies
  • Strong written, verbal and interpersonal communication skills.
  • Excellent organization skills mandatory
  • Proficiency in MS Office, including Word, Power Point, and Excel, and Google suite equivalent
  • Proficiency with Adobe products, including Photoshop, preferred
  • Ability to obtain and maintain a Moderate Risk Public Trust security clearance and DoS badge


Contract staff may be required to travel domestically or overseas to support the Office’s public engagement initiatives and may be required to travel to high-threat posts.  Funding will be provided to cover travel, per diem and incidental expenses.
