Program Analyst Washington, DC (ID#13647)  **ACTIVE SECRET CLEARANCE REQUIRED**

The Program Analyst for the Bureau of Western Hemisphere Affairs (WHA), Office of Central American Affairs (WHA/CEN) assists in the analysis of the U.S. Strategy for Engagement in Central America deliverables and compliance by reviewing how security, governance, and economic programs are progressing in comparison to Congressional reporting requirements. The Program Analyst will also support the Central American Desk Officers by preparing briefing papers, analyzing and researching ongoing political movements and crisis in the news, and administrative support to U.S. Embassies in Central America.


Includes the following:

  • Provides primary analytical and administrative support to the Central American Desk Officers.
  • Assists in the preliminary review, analysis, and reporting on the Strategy for Engagement in Central America, specifically focusing on security and migration issues, and providing support on governance and economic or prosperity issues as needed.
  • Helps coordinate an annual multilateral conference in support of the Strategy for Engagement in Central America, including administrative assistance and preparation of information documents for officer analysis and reporting.
  • Develops and maintains a tracker for due dates for Congressional Notifications and Certifications for the Strategy for Engagement in Central America. Supports the Strategy Team in liaising with the Bureau of Financial Assistance and WHA’s Policy Planning and Coordination Office.
  • Drafts and updates public diplomacy documents highlighting Strategy deliverables. Liaises with the U.S. Agency for International Development and the Bureau of International Narcotics and Law Enforcement Affairs to analyze U.S. Government successes.
  • Provides secondary support to other Central America Desk Officers depending on need.


  • Excellent drafting and communication skills and ability to collaborate with people.


  • Strong written, verbal and interpersonal communication skills.
  • Excellent time management skills and ability to proactively follow-up on multiple tasks. Good judgement and problem solving skills.
  • Proficient in Microsoft Office (Word and Excel) and SharePoint.
  • Strong organizational and analytical skills. Ability to monitor and analyze the news and events to make recommendations based on policy priorities.
