Program Analyst Washington, DC (ID#15344)

The purpose of this task order is to assist the Bureau of Population, Refugees, and Migration with the cooperative agreements, and voluntary contributions to support programming toward humanitarian assistance for approximately 70 million refugees, internally displaced persons, and conflict victims globally.  For each of the selected /Cooperative Agreements/Voluntary Contributions, the contractor will follow established office, bureau, Department of State, and Federal policies, regulations, and procedures in preparing pre-award and post-award documentation for warranted grant officers. The Program Analyst positions support Program Officers to program and track funding for international and non-governmental organizations.


? Knowledge of Federal program management policies and procedures.
? Knowledge of Federal assistance policies and procedures.
? Demonstrated experience (preferably between 2 to 4 years) in management of Federal programs.
? Proficient in time and resource management.
? Knowledge of basic office management procedures.
? Experience with use of computer software suites such as Microsoft Office
? Strong interpersonal skills.
? Demonstrated experience scheduling meetings, arranging conferences, tracking time and attendance, and able to work within demanding rotational assignments.
? Ability to obtain and maintain a suitable security clearance and DoS badge.

Monitor current programs and identify gaps in refugee and Internally Displaced Persons (IDP) assistance and protection.
? Develop and publish funding opportunities to solicit proposals from non-governmental organizations (NGOs), organize and participants on proposal review panels, craft funding recommendation memos for PRM’s Assistant Secretary, and ensure timely processing of approved funding actions including contributions to international organizations and cooperative agreements to NGOs.
? Help Program Officers monitor project implementation via review of quarterly reports.
? Track office funding to international organizations such as the Office of the UN High Commissioner for Refugees (UNHCR), the International Committee of the Red Cross (ICRC), and non-governmental organizations (NGOs).
? Prepare briefing materials by helping to collect and synthesize information on humanitarian situations and implementing partners’ protection and assistance programs.


  • University degree in international affairs, political science, the humanities, public diplomacy, communications, public relations, marketing, or related field
  • Demonstrated experience (preferably between 2 to 4 years) in management of Federal programs.
  • Exceptional analytical skills and problem solving capabilities
    • Self-motivated with the ability to work independently
    • High caliber written and verbal communication skills
    • Proficient in time and resource management
    • Expert knowledge of computer software such as Adobe, Microsoft Office (PowerPoint, Outlook, Word, Excel, Access, Publisher).
