CNT is looking for a Program Director to oversee the coordination and administration of all aspects of multiple programs including planning, organizing, staffing, leading, and controlling program activities.


Essential Duties and Responsibilities (Deliverables):

Includes the following:

Client Management

  • Fully understand the missions of the customers and the requirements of contracts.
  • Build rapport with the clients through outstanding customer service and consistent communication to represent and promote Cherokee as an invaluable strategic partner ultimately exceeding contract expectations. 
  • Contract/Budget Management
  • Review, understand and ensure compliance with contract terms. 
  • Oversee and coordinate contract renewals, funding and modifications.
  • Administer budget and provide forecasting and projections as needed. 
  • Maintain consistent communication at all times regarding contractual and budgetary concerns.
  • Responsible for relationship with Contracting Officer.
  • Internally responsible for maintaining spend plans, reviewing monthly project status reports, timely approval of invoices and assists in accounts receivable collections.

Technical Oversight

  • Responsible for the coordination and timely completion of all contract tasks. 
  • Set schedules and deliverables. 
  • Responsible for monitoring progress, flexibility and ability to meet changing priorities, hiring subcontractors and ensuring quality services, products and deliverables are offered. 
  • Monitor potential scope of work changes and request change orders and modifications when required. 
  • Submit progress reports, matrices and deliverables as required and maintaining consistent communication.  Internally responsible for maintaining consistent records.

Employee Management

  • Consult with clients to initiate and develop staffing strategies and plans.
  • Develop expectations to present qualified candidates, solicit feedback, set up interviews, negotiate salary and fees, and coordinate with the recruiting team to fulfill contractual staffing needs.
  • Maintain consistent contact with the employee, including site visits when permissible.
  • Monitors employee behavior and performance and conduct annual reviews and disciplinary actions.
  • Ensure daily timekeeping and approves bi-weekly timesheets and expense reports. 
  • Address current or potential problems as needed.  Perform employee relationship building activities.

Business Development/Proposal Management

  • Responsible for the growth of existing contracts and recompete activities.  
  • Assist in driving future business opportunities within the same or similar customer(s). 
  • Prepares price quotes and bids including responses to task order requests. 
  • Participates in the preparation of proposals to include writing, editing and/or reviewing.
  • May participate in marketing calls and presentations. 

Hiring Management Development and Oversight

  • Ensure Program Managers uphold both the company and portfolio standards for ethics and execution. 
  • Keep PMs on track in managing their projects, balancing the customer priorities with company interests and profitability
  • Models Cherokee best practices for excellent customer service.
  • Ensure that PMs have the tools and training/mentoring required to maintain strict adherence to project timelines for task completion and optimizing profitability.
  • Establish corrective measures where necessary.
  • May perform other duties that may be assigned.

Supervisory/Management Authority:

  • This position does or does have management authority & supervisory capacity

Education and/or Experience:

  • A bachelor’s degree in Business Management, Business Development or a related field is strongly desired.
  • A minimum of a High School Diploma or equivalent is required
  • A minimum of ten (10) years of federal contracting program management experience is a must
  • PMP Certification Preferred

Knowledge, Skills and Abilities:

  • Understanding of general FAR/contracting rules
  • Knowledge of personal services and the service contract act
  • Ability to act with a sense of urgency and as well as be assertive and persistent
  • Capable of adapting to the needs of the client
  • Ability to develop and maintain strong relationships
  • Critical thinking and problem solving skills
  • Ability to work independently and within a team dynamic
  • Excellent Communication skills both oral and written
  • Excellent attention to detail and ability to multitask.
  • Networking Skills and adhere to and understand Cherokee’s business model
  • Presentation Skills with an understanding of best marketing practices
  • Ability to write and prepare marketing and proposal materials
  • Successfully pass a background check and drug screen
  • Have the ability to travel frequently and when needed

  • This position is performed in a controlled office environment.
