In support of this mission, BMD will conduct land and maritime exercises and training on US sensors and US for transition to its customers. US have become an innovative and cost-effective solution for many in the Homeland Security Enterprise (HSE); research, training and field testing of these systems must be conducted before transition occurs. The Robotic and Sensor Program (RASP), and other programs, requires support services and range facility access to advance new US technical systems and procedures that shall be integrated into HSE operator’s capabilities nationwide in order to enhance intelligence, surveillance, reconnaissance, search and rescue, emergency response, fire management, law enforcement, and border security missions.

We are seeking a Program Manager with Unmanned Aircraft Systems (UAS) development experience to lead and manage a team of professionals supporting the U.S. Department of Homeland Security (DHS) Science and Technology (S&T) Directorate Borders and the Maritime Security Division (BMD).  The Borders and Maritime Security Division (BMD) in S&T supports this mission by developing and transitioning technical capabilities that enhance U.S. border security without impeding commerce and travel.

RESPONSIBILITIES

  • Provide technical and management support to DHS S&T to include, but is not limited to a) provision of technical support services; b) provision of management and administrative support; and c) technical oversight of all facets of the planning, execution, analysis, and summation of the DHS The Robotic and Sensor Program (RASP) and ancillary projects.
  • Assist and manage the development of a RASP Strategy by working with DHS S&T customer operators to meet their needs.
  • Working with customer operators to develop scenarios and use cases for testing and demonstration, b) work with S&T to develop a request for information (RFI) for a robotic demonstration; and c) review and organize RFI responses for S&T review
  • Able to survey industry for capabilities, b) developing a consistent test plan, and c) providing on-site support of tests.
  • Coordinate with suppliers for bringing their robot and already-integrated sensors to the designated demonstration sites; bringing system unique support materials and equipment to the site such as ancillary control, data collection, processing, and analysis equipment; acquiring frequency and faa clearances, if needed; and coordinating site logistics.
  • Provide subject matter expertise for requirements gathering and CONOPS development
  • Assemble cogent reports to capture analytic findings and recommendations

QUALIFICATIONS

  • Top SECRET / SCI eligible
  • Part 107 FAA Rated Unmanned Aircraft Systems Pilot
  • Bachelor’s degree or equivalent experience
  • 20 years DOD, DHS or DOJ experience
  • Ability to communicate via written and oral means.
  • Able to perform project management to meet all customer requirements on budget and on-time
  • Ability to handle multiple tasks with little to no supervision
