JOB DESCRIPTION SUMMARY:

The PROGRAM MANAGER will provide logistics support for program implementation of capacity building programs (i.e. workshops, training, and technical assistance) including planning, budgeting, implementation, and audit for the Bureau of East Asia and Pacific Affairs (EAP) under the Department at State.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manages funding to support program implementation of capacity building programs including planning, budgeting, implementation, and audit for programs under the Lower Mekong Initiative including the Third Country Training Program, health programming, the Public Impact Program, and Quality Infrastructure Training program.
  • Drafts solicitations for proposals and evaluating submitted concept notes and proposals, including technical and budget sections. Evaluates and documents information from multiple stakeholders and sources.
  • Works with Contract Officers and Grant Officers to ensure that reporting requirements are met.  Supports that annual budget process.
  • Communicates and coordinates with a wide range of people to meet collaboration goals, including representatives of our allies and partners, from embassy personnel to utility officials, and people in the USG, the private sector, universities, and civil society.
  • Supports colleagues and implementing partners in developing and implementing program content, and ensures that program implementation can adapt to changing circumstances. Ensures these changes are communicated appropriately to all interested parties. Regularly convenes the interagency working groups to share progress and obtain feedback.
  • Supports the identification and resolution of issues or problems in programming, preferably before implementation. Communicates any issues or problems immediately to EAP to ensure their comprehensive resolution.
  • Communicates regularly with the personnel providing logistics support services on programming, as appropriate depending on the timing and nature of the programming, to be determined by EAP on an ongoing basis.
  • Coordinates the travel and other logistics for U.S. Government personnel participating in program-funded activities.
  • Regularly monitors how implementing partners’ content is created, organized, and named to ensure compliance with U.S. government standards. Uses that information to collect and report on indicators of success, collaborating closely with the Interagency, and other offices as appropriate.
  • Supports program and initiative evaluations at specific intervals, determined by EAP colleagues, to verify achievement of program requirements. Collaborates closely with the EAP Bureau Monitoring and Evaluation Officer to design evaluations and to manage, analyze, and report evaluation results.
  • Collaborates with appropriate offices in the State Department to help develop, design, and perform needs assessments to ensure program content achieves broad policy objectives and supports key policy and resource decisions within the EAP Front Office and among senior Department policy-making officials. Considers non-government sources of input on program effectiveness and ideas for strengthening programming.
  • Collects data on programs as needed from implementing partners, Posts, participants, member country governments, and interagency members with the goal of documenting and raising the profile of program activities and outcomes.
  • Supports EAP colleagues in efforts to develop and implement communication strategies to ensure the broadest possible awareness and use of programming content by all target audience interlocutors, including the interagency, in Congress, in the private sector, and with our foreign partners. Collaborates with State and USAID press shops, Posts’ PAS, and the interagency to support the amplification of key messages related to multilateral programs via both traditional and social media. This includes development of informational and promotional materials such as web sites, resource guides, audiovisual documentation, and other materials.  Ensures relevant material is updated to the LMI and other relevant websites.
  • Contributes to the assessment of and reporting on the accomplishments of program goals, objectives, priorities, and outcomes established by the Department, bureau, office, statutes, or executive order by collecting, assessing, and disseminating programmatic information and performance analysis from implementing partners. Collects and disseminates assessments as appropriate to office colleagues, EAP, and others, including via SharePoint, to ensure compliance to standards.
  • Travels, including to East and South Asia and the Pacific, as required.

 

SUPERVISORY AND MANAGEMENT AUTHORITY:

This position does not have any supervisory capacity and/or managerial authority

EDUCATION AND/OR EXPERIENCE:

  • Candidates must be US citizens.
  • Candidates are required to have an active and current SECRET US government security clearance at the time of applying to this position.
  • Candidates will be required to undergo a US federal government background investigation and favorably pass a drug screen.
  • Candidates must have a current and valid US Passport whose expiration date is more than (1) one year from the date of hiring.
  • A minimum of a Bachelor’s degree from an accredited university and/or college in International Business Administration/Auditing,

Budgeting and International Affairs.

  • Two (2) years of experience with government management policies and procedures, government accounting and reporting, contracting and procurement, and restrictions on programming stemming from Congressional provisions (or equivalent).
  • Three (3) years of experience in the development and implementation of foreign assistance capacity-building programs, multi-tasking complex projects and processes, requiring interpersonal and customer service, writing, analytic, problem-solving, and computer skills experience (or equivalent).

KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to support in the design of program goals, objectives, outputs, and performance measurement systems, including results frameworks, providing inputs into monitoring and evaluation planning and reporting.
  • Ability to support implementation of multilateral diplomacy development- and policy-focused programs.
  • Ability to coordinate with interagency partners and manage complex systems.
  • Ability to communicate effectively orally and in writing with a diverse range of stakeholders including but not limited to other Department Bureaus, other U.S. agencies, Embassies, USAID Missions in the Mekong region, Congress, and other partners.
  • Ability to work with EAP and SCA colleagues to design and update social and traditional media messaging in support of the Department’s Indo-Pacific Strategy.
  • Experience in Southeast Asia, especially the Mekong region.

WORK ENVIORNMENT:

  • Work will be performed primarily in a climate-controlled office environment and/or US government facilities OCONUS.
  • Location of job is in the Washington, D.C. Metro Area
  • May require occasional lifting or moving of items up to 25 lbs.
  • Candidate can be expected to stand in line for extended periods of time when travelling through domestic and international airport security checkpoints and in airline terminals.
