The contractor will administer technical assistance and pre-development planning activities, including, but not limited to, outreach to potential applicants5 (e.g., maximizing knowledge of program), assistance to applicants in understanding the processes for the creation and submission of applications, delivery of workshops to assist applicants on providing quality applications, pre-award monitoring and reporting, determining if sufficient access to broadband exists in proposed service territories, assisting with the evaluation of operations of applicants that are successful, post award activities to facilitate successful program delivery, and development of materials necessary to facilitate these efforts, in compliance with guidance issued by the RUS.

 

We are seeking a Program Manager to support the efforts at USDA.

 

Responsibilities:

  • Responsible for all activities relating to technical guidance for planning, directing and monitoring information systems operations plans and recommends technology.
  • Prepares operational cost estimates for current and proposed projects.
  • Directs compilation of records and reports concerning production may advise or consult on organizational, procedural and workflow plans, methods, and procedures analysis.
  • Ensure the availability of staff with the requisite experience, skills, and knowledge needed in accordance with submitted Staffing Plan and Labor Mix submitted in the technical proposal.
  • Maintain a management/Staffing plan that includes a master schedule of the required tasks and personnel to support the requirements set forth.
  • Ensure that the functional requirements of this SOO, at a minimum, are satisfied throughout the life of the contract.
  • Develop and follow the QASP as submitted and approved by the Government.
  • Schedule, execute, document minutes, add follow up as required for the Award kick-off meeting.
  • Provide monthly status reports. The reports shall reflect the accomplishments achieved and projections for the next month.
  • Provide a Final Assessment Report detailing the overall implementation of the BPP, including best practices, lessons learned, and recommendations for future activities.
  • Provide a Final Report Presentation to present a final analysis and recommendations to RUS senior staff.

Required Qualifications:

  • Bachelor’s Degree, an additional 10 years of experience in lieu of a degree would match this degree requirement
  • Minimum 5 years of related program management experience
  • Current PMP Certification
  • Telecommunications Experience
  • Proven experience consistently meeting deadlines and quality standards
  • Highly organized self-starter with stellar customer service skills and delegation skills
  • Goal-oriented and driven, with a superior ability to execute and sustain a high sense of urgency
  • Articulate and confident, projecting a presence and stature, which will help, maintain and build the company brand and position in the marketplace.

Preferred Qualifications:

  • Government experience
  • USDA Experience
  • Experience working in telecommunications facilities and/or groundwork with in support of organizations like Verizon, AT&T, etc.
  • Demonstrated ability to assess and gather project requirements and expectations from all levels of government management, to include those in technical and business areas

Security Clearance Requirements:
 

  • Hiring, candidate will be subjected to a PUBLIC TRUST LEVEL investigation which is required to be adjudicated and maintained, in order to remain eligible for employment, per contract and government requirements
