The contractor shall support U.S. Government representatives in all stages of the award process to ensure efficient and accurate communication with grantees/implementers. The contractor shall have the technical ability for activities including, but not limited to, communicating with the grantee during the pre-award phase on behalf of the Grant Officer (GO) and Project Officer (PO), organizing meetings between POs, GOs and grantees, providing technical assistance during award execution, assisting with award closeout, working on grant compliance activities, assisting in grant reviews or other inquiries, and other duties as assigned.

The Project Administrator will work closely with the Program Manager (PM) to manage critical activities across a diverse set of projects within the Department of State (DoS). These critical activities include, but are not limited to; compiling technical, financial, and other project data using various database programs; tracking project deliverables and coordinating project related activities between the PM, customers and the business leadership to ensure performance standards and customer requirements are met.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Assist with obtaining government signatures on all timesheets for invoicing
  • Assist employees with timesheet setup, issues, corrections, etc. If allowed – deltek proxy to assist employees that are unable to record time or sign timesheet.
  • Assist with travel, to include international travel.
  • Assist international employees with expense reports
  • Perform all administrative tasks for employee onboarding. This includes, but is not limited to, completing new hire Service Now onboarding, order applicable equipment, add project code to time/expense charge tree, and VAR/Security requests
  • Maintain and update staffing spreadsheet to include employee contact information and email groups to allow PMs and leadership to push important communications
  • Assist in developing work product templates to meet customer and/or PM requests
  • Collecting monthly bullets from employees and compiling monthly report per Task Order for PM review
  • Working with the PM to reschedule and/or reassign tasks as needed with leadership approval in keeping with project goals.
  • Update trackers and report progress of activities for project deliverables/milestones to.
  • Plan updates and other meetings to include scheduling, preparing meeting agendas, creating actionable meeting minutes, taskers and applicable administrative repository and follow up on items to ensure timelines, standards and requirements are being met.
  • Serve as a company representative at a variety of multi-stakeholder forums.
  • Ensure timely communications and use of established processes with internal support departments.
  • Cultivate a relationship with the client in order to create a strategic partner relationship.
  • Review, understand and ensure compliance with contract terms. 
  • General administrative tasks include assisting with document management, correspondence and contact databases.
  • Performs other duties as assigned.

SUPERVISORY/MANAGEMENT AUTHORITY

Assists with the management of multiple projects and personnel without having direct supervisory responsibilities. Lead and/or guide the work of other employees.  Provides input towards hiring/firing and performance decisions.

EDUCATION and/or EXPERIENCE

  • Bachelor Degree in Project Management, Business Administration, Finance or related field is preferred
  • with three to five (3-5) years of contract management or project management experience, with at least one year of experience in a federal contracting environment.
  • Appropriate security clearance will be necessary per contract or sector requirements.

KNOWLEDGE, SKILLS and ABILITIES

  • Knowledge of federal government contracting.
  • Must possess excellent follow through skills.
  • Exceptional written and oral communication skills.
  • Must be able to manager multiple projects and assignments efficiently, work in a fast-paced environment, and have a strong attention for detail.
  • Working knowledge of project management IAW PMBOK best practices.
  • Must be motivated and able to work independently with minimal direction and supervision.
  • Team oriented professional with mission driven approach.
  • Interpersonal skills and problem solving skills.
  • Proven experience of Microsoft office suite Excel, PowerPoint and MS PowerPoint.

WORK ENVIRONMENT

This position is primarily performed in a climate controlled office setting. May also require travel by car or plane.
