SUMMARY

Since 1969, the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) has served as the Department of Defense's (DoD) lead laboratory for medical biological defense research. While its core mission is to protect the warfighter from biological threats, USAMRIID also investigate disease outbreaks and threats to public health. Research conducted at USAMRIID leads to medical solutions—therapeutics, vaccines, diagnostics, and information—that benefit both military personnel and civilians. USAMRIID is a subordinate laboratory of the U.S. Army Medical Research and Materiel Command.

The intent of this Task is to employ a structured, disciplined approach to the planning, development and execution of technology transfer agreement projects and invention disclosures/patent-related projects in support of the Office of Research and Technology Applications (ORTA) at USAMRIID. The ORTA is organizationally located within the USAMRIID Business Innovation and Programs Office (BIP). The contractor will plan, manage and complete technology transfer agreement projects and invention disclosures/patent-related projects in accordance with established internal processes and USAMRIID/MRMC electronic resources.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Project Initiation Management.  Provide planning support to PI or other scientific/technical project lead to initiate technology transfer agreement(s). Provide guidance on internal USAMRIID request form/approvals needed for initiating agreement projects with ORTA. Provide guidance to inventors on patenting requirements, including assistance with invention-related documents (i.e., DA invention disclosures, assignment documents, etc.) and the commercial potential of inventions.
  • Project Execution Management. Draft and participate in negotiation of technology transfer agreements. Document and report status of agreements as required.  Prepare draft summaries of USAMRIID technologies and inventions suitable for marketing/promotion for further development and commercialization, as directed.  Provide assistance with patent portfolio evaluation projects such as contacting inventors regarding the current development status of patented or patent-pending inventions, as requested.
  • Completed agreements; report of activities as requested; and documentation of the status of agreements and invention disclosures in ORTA database
  • Project Completion Management.  As requested, attend the MRMC Invention Evaluation Committee meetings to represent the USAMRIID ORTA office. Document completed agreements projects and invention disclosure/patent-related projects in ORTA database and USAMRIID database.
  • Provide monthly/quarterly reports on completed agreements projects and invention disclosure/patent-related projects
  • ORTA General Tasks Management.  Coordinate work efforts with co-workers within ORTA and with the Director, USAMRIID ORTA, as required, to prioritize work and to address issues. Provide customer assistance as necessary to fulfill the mission of the USAMRIID ORTA, including the timely completion of all requested reports by the required deadline (e.g., taskers).  Complete assigned tasks by the required (i.e., assigned or negotiated) deadline or, if no deadline is specified, in a timely manner.  Perform tasks as assigned by the Director, ORTA. Analyze technology transfer portfolio and provide summary, as requested.
  • Provide timely customer service, reports and other documents, and coordinate internally for guidance as needed.
  • Project Management Time Accounting Report.  Contractors will be expected to provide USAMRIID an accounting of the time that they spend on each category of project (agreement projects versus invention disclosures/patent-related projects) as mutually agreed by the TOCOR/COR.

EDUCATION AND/OR EXPERIENCE

  • PhD in academic field related to health sciences or allied sciences
  • Minimum 5 years’ laboratory experience
  • USPTO registered Patent Agent
  • Experience with Patent Related projects
  • U.S. Citizenship
  • Experience in a research setting actively involved in study design, or equivalent experience

WORK ENVIRONMENT

Work is conducted in office.
