Project Management services is to ensure  provides, maintains, and supports common tools and processes for the Government and other services providers to track and manage individual projects and support the IMS. Currently, the Government uses MS Project Server to manage and track Contractor assigned and Government Enterprise and Local Projects. The Government requires toolset support for the Project Management and related tools to include system administration, software administration, dependencies on other tools like SharePoint, and end user support. MCITS project managers are expected to utilize the full range of program management functions described RHC-A Project Management Office Policies. The Government requires a Master Scheduler and related support to create, modify, maintain, and retire project schedules and related data.

Project Manager

Essential Duties and Responsibilities

  • Provide system administration of the IMS, Microsoft Project Server and Microsoft Project.
  • Understand the infrastructure setup of Project Server and the dependencies on the SharePoint farm and recommend and make approved changes to related structures, data, and lists.
  • Implement, maintain and manage planning tools/products in support of planning processes.
  • Conduct data and process quality assessments of planning products and prepare for assessment reviews to ensure compliance with program performance management.
  • Prepare and coordinate the modeling and re-engineering of the IMS for new or existing projects and support the integration of the Integrated Master Plan/WBS into the IMS.
  • Establish and coordinate business rhythms required to accomplish program control, analyses and forecasting objectives.
  • Utilize applicable project management tools, implement network logic and measurement methods to perform critical path and risk analyses necessary to determine forecasting delays and evaluation of alternative scenarios.
  • Work with the Service Owners and Project Managers to review identified schedule and resource risks and issues across the projects, programs and enterprise. Communicate schedule impacts and propose corrective actions to applicable stakeholders.
  • Make hardware and software technical recommendations; including helping users access requirements and providing justification for equipment and services; and assisting with the planning, design, and research for any new or upgraded hardware and software systems.
  • Assist the client in developing departmental and Command level SOPs, and Desktop Procedure Manuals as required, to support RHC-A services as the IT department gains new software and/or hardware capabilities. shall maintain a formal Project Management Office staffed with PMP certified Project Managers fully authorized to coordinate and direct internal resources
  • Perform project management activities including, but not limited to, planning, scheduling, reporting, organizing, coordinating, and directing internal resources to achieve requirements and service levels.
  • Use the PMBOK terminology, guidelines, and principles in support of contractual obligations.
  • Maintain and continuously updated a repository accessible to the client of all enterprise level projects, local level projects, and major deployment activates using IMIT tracking page.
  • Report near-real/real time project status utilizing current organizational tools.
  • Aid in the submittal of all Configuration Control Board documentation for all new hardware and software initiatives.
  • Provide a Transition to Operations Plan

 

Supervisory/Management Authority

  • This position will not have supervisory/management authority.

 

Education and/or Experience

  • Bachelor's degree is preferred or five (5) plus years of related experience, and three (3) years of general computer systems experience. One (1) year must relate to principal duties and responsibilities.
  • 3 to 5 years of IT Project Management Experience
  • Familiarity with DoD lifecycle management, DoDD 5000.1, DoDI 5000.02, and Defense Acquisition Guidebook
  • Must have excellent oral, verbal, written communication skills
  • Experience with managing complex, integrated work plans
  • Experience in assembling technical documents and providing detailed analysis of various business system functions
  • Experience developing executive-level briefings and presentations

 

 

Preferred Experience:

 

  • 1 year of Agile and SCRUM management
  • PMP Certificate
  • Healthcare experience

 

Knowledge, Skills and Abilities

  • Ability to lead or contribute to the development of the technical reports procedures
  • Ability to lead a team of highly trained professionals to meet the project requirements
  • Must have advanced skills with Microsoft Office Suite programs such as Word, Excel, Access, Project, PowerPoint, and Visio

 

Work Environment

  • This position is primarily performed in a climate controlled office setting.
