Job Description:

The Program Manager will provide program management support services to the Communication-Electronics Command (CECOM) Software Engineering Center (SEC). SEC provides the software expertise needed to support command, control, communications, computers, intelligence, surveillance and reconnaissance, (C4ISR) as well as logistics, business and enterprise systems in the modern digital environment.

Essential Duties and Responsibilities (Deliverables):

Includes the following (Other duties may be assigned):

  • Plan, coordinate, and direct the activities of administrative, program control, and technical personnel involved in providing services in fulfillment of the contract.
  • Manage and control schedules and cost to provide on time, within budget, performance of all aspects of the contractual effort.
  • Provide direction for operations and ensuring compliance with all management policies, plans, and procedures.
  • Provide recommendations for resolution of technical problems.
  • Serve as a role model to subordinate employees, be a workforce motivator, and be a provider of constructive criticism.
  • Understand and manage project financials to include budgets and EACs.
  • Manage deliverables for the contract to ensure accuracy, timely completion and submission.
  • Build and maintain relationships with Sr. Level Government Officials.
  • Communicate and coordinate requirements both internally and externally regarding contract performance and requirements.

Supervisory/Management Authority:

This position typically performs all functional duties independently. This labor category typically works on high visibility or mission critical aspects of a given program and performs all functional duties independently.

Education and/or Experience:

· Management, Business Administration, Computer Science, Systems Engineering or other Engineering discipline

· Army Acquisition Corps Level 2 certification in logistics, program management or information technology is highly desired OR recognized industry equivalent professional certification.

· Must have a minimum of five (5) years of experience working on computer systems engineering and/or software development.

· Must have an active or be able to obtain a SECRET facility clearance

· Familiarity with managing Cost Plus Fixed Fee contracts preferred

Knowledge, Skills and Abilities: 

· Ability to handle multiple tasks simultaneously.

· Ability to communicate effectively orally and in writing.

· Knowledge of office policies, practices and procedures. Demonstrate thorough knowledge of Microsoft applications (MS Word, PowerPoint and Excel) Experience working with databases.

WORK ENVIRONMENT

This position is primarily performed in a secured federal office setting.

Ability to walk over rough terrain, carry up to 50 lbs. of equipment, tolerance of climatic extremes in mosquito and spider infested areas.
