Department of Defense, Defense Health Agency (DHA), consists of a worldwide network of military hospitals, health clinics, the DoD’s private sector health business partners, and the Uniformed Services University of the Health Sciences. The primary mission of the MHS is to ensure the Nation has available at all times a healthy fighting force and the ability to support DoD missions worldwide. The Assistant Secretary of Defense for Health Affairs (ASD [HA]) oversees the MHS and is responsible for providing cost effective, quality health benefits to 9.4 million active duty members, retirees, survivors and their families. TRICARE is the DoD’s worldwide health care entitlement program for uniformed services members and their families around the world. The Defense Health Agency (DHA) operates the MHS under the authority, direction, and control of the ASD (HA).

RESPONSIBILITIES:

Project Manager will provide sufficient management in order to ensure that the task is performed in compliance with the requirements. The contractor PM shall coordinate as necessary with the COR to ensure that the task is managed consistently with overall contract requirements. The contractor PM shall ensure timely and accurate submission of invoices.

The PM shall develop a CMP for Government approval which documents dates for all key activities deliverable due dates, and associated staffing levels of effort for each activity, organized by the Work Breakdown Structure. The CMP shall be developed in a step-wise manner that reflects the process being followed by the contractor. When identifying key activities, the PM shall consider how they will work with the existing system architecture and identify an appropriately tailored workflow to the CMP.

The CMP shall consist of control policies and procedures in accordance with standard industry practices for project administration, execution and tracking. Following Government approval of the plan, it shall be applied by the PM to manage, track and evaluate the project or task performance.

The CMP shall include, but not be limited to, the following:

  • Identification of milestones or activities where Government information, activity, equipment, material, facilities, etc. is required and timeline dependencies for subsequent contractor activities;
  • An Integrated Master Plan (IMP) describing the contractor’s overall management approaches, policies and procedures including suggested project metrics
  • A detailed staffing plan with personnel approved by the Government

QUALIFICATIONS:

  • Bachelor's Degree in Computer Science, Electronics Engineering or other Technical discipline with at least 10 years of experience in IT system/database clinical software.
  • Knowledge of Windows Server 2003 as well as other Windows related products, UNIX and Linux based systems, and Oracle Database.
  • Software programming experience with software languages such as Java, Java Script, .Net, C++, VB.NET, MUMPS and VB6.
  • Knowledge of industry standard and quality norms, systems and software applications management best practices.
  • Experience with DoD software lifecycle methodologies a plus.
  • Understanding of AHLTA and CHCS and how the code sets interact with each application required.
