The Defense Health Agency (DHA) is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department’s medical mission, manages the execution of policy and serves as the program manager for TRICARE health and medical resources.

We are seeking PMO Project Manager to support the Information and Personnel Security Program efforts at DHA wtithin Mission Assurance. 

Responsibilities:

  • Oversee and orchestrate and performs day-to-day management of assigned delivery order projects that involve teams of consultants and functional experts and analyst
  • Review client requirements and participate in client problem-solving and in the recommendation process
  • Identify best practices, effect re-engineering, change management, business management techniques, organizational development, activity
  • Apply process improvement and re-engineering methodologies and principles. 
  • Assist with interviewing, hiring, and training contractor employees, for staff development, planning, assigning and directing work as well as addressing complaints and resolving problems.
  • Understanding of DoD and Federal regulations relating to Personnel Security & Information Security for application, implantation, and compliance to meet Mission Assurance objectives for both short-term and long-term goals
  • Review of the Foreign Travel and Visit Requests processes and identify bottlenecks, process improvements, and true DoD requirements for unofficial and official foreign travel
  • Understand the Personnel Security Process, from completion of the SF 85/SF 86 to issuance of a Common Access Card (CAC), the time it takes for each step, and how (where possible) to improve turnaround times
  • Identify Administrative or Procedural Instructions that are required to support and drive towards a comprehensive, standardized Personnel and Information Security programs for the Agency
  • Gather requirements from the geographically dispersed DHA facilities to assist with the NDAA implementation to include, but not limited to, collateral space and SIPRNet requirements, local policies and procedures for securing and transmitting classified data (if available) and the process for granting access to the collateral spaces
  • Oversee respective Mission Assurance functional team members concerning daily operations, proper customer support, project management and future development

Qualifications:

  • Self-motivated, with the ability to work independently
  • MS Office Tools required (Proficient in Word, Excel, and PowerPoint)
  • Knowledge of management principles, organizational theory, and techniques of analysis and evaluation
  • Knowledge of administrative regulations and operating procedures
  • Knowledge of the mission, functions, and structure of the organization, and able obtain data and information regarding work operations and to prepare a report of findings
  • A working knowledge of the United States Military and the Department of Defense to include but not limited to ranks and titles of uniformed service members
  • Bachelor's degree in a Management related discipline
  • At least 3 years of related experience 
  • Active secret clearance or Common Access Card (CAC) required
