CNMC is seeking a Project Manager to oversee our contract supporting the Mission Support Facilities Program Management Office of the U.S. Customs and Border Protection. 

U.S. Customs and Border Protection (CBP) has the critical task of securing this country’s borders, while effectively facilitating the flow of legitimate goods and people. To carry out this mission, CBP employees require a diverse array of assets, including facilities and infrastructure. The Facilities Management and Engineering (FM&E) Directorate’s mission is to provide real property support, from cradle to grave. Accomplishing this requires efficient coordination of all aspects of facilities development, execution, and management. Having an efficient organizational structure, improved processes, and enhanced capabilities are essential elements to the success of CBP and its organizations in this fast-moving, growing, and highly visible environment.

 

Responsibilities:

  • Responsible for creating the environment and culture for the project that will produce excellent support to the client and will allow the onsite employees to thrive.
  • Develop a Project Management Plan (PMP) and ensure that the project is delivered on time, to budget and within scope according to the PMP.
  • Ensure the project is effectively resourced and manage relationships with all stakeholders.
  • Responsible for managing the work of all employees, allocating and utilizing resources in an efficient manner and maintaining a cooperative, motivated and successful team.
  • Responsible for generating new business with CBP and will lead federal business development and capture efforts for that client.
  • Develop new and unique ways to improve operations of the organization and to create new opportunities.
  • Focus on Client Needs: Anticipate, understand, and respond to the needs of internal and external clients to meet or exceed their expectations within the organizational parameters.
  • Foster Teamwork: Work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance organizational effectiveness.

  • Make Decisions: Assess situations to determine the importance, urgency and risks, and make clear decisions which are timely and in the best interests of the organization.
  • Set priorities, develop a work schedule and monitor progress towards goals, and track details, data, information and activities.
  • Determine strategies to move the organization forward, set goals, create and implement actions plans, and evaluate the process and results.
  • Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem.
  • Understand Earned Value Management, analyze cost and schedule performance frequently, prepare, monitor, and update program requirements and spend plans
  • Prepare cost presentations and participate in monthly and quarterly budget reviews
  • Track, report and interface with the program team to develop and schedule requirements,  monitoring cost performance against plans to ensure contractual cost obligations are met
  • Responsible for completing the monthly invoice process including unbilled analysis
  • Provide detailed monthly financial information and analysis to senior management
  • Prepare and track requests for new contracts, subcontracts, NDA’s, TA’s and Consulting agreements

 

Qualifications:

  • BS required; BS in Engineering, Architecture or Interior Design desired
  • MS or MBA desired
  • PMP Certification Highly Desired
  • Five years of relevant management experience
  • Experience as a project manager for government contracts required
  • Experience managing facilities projects strongly desired
  • Must be flexible, adaptable and responsive
  • Excellent communication skills, both oral & written
  • Proficiency in Microsoft Excel, Word, PowerPoint, and SharePoint
  • Ability to successfully pass a federal background check and drug screen
  • Have an active secret clearance or the ability to obtain one
