CNSD is seeking an experienced security and risk based personnel that will be the primary responsible party for development, management and implementation of DHA’s insider threat policy and procedures. Candidate must possess a comprehensive Insider Threat program knowledge based upon DoD and Federal requirements (ISC) as well as industry best practices.

The Defense Health Agency (DHA) is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department’s medical mission, manages the execution of policy and serves as the program manager for TRICARE health and medical resources.

We are seeking a Project Manager to help support the efforts at DHA in the disciplines as listed below.


  • Develop, coordinate, and maintain the DHA Insider Threat Policy for the DHA Insider Threat Program (to include standard operations procedures) for assigned facilities
  • Conduct investigations/analysis in response to reported incidents for validation, credibility and proper follow-up
  • Assist with the preparation and evaluation of annual Insider Threat assessments
  • Provide full reporting and statistics of the Insider Threat Program quarterly or as needed
  • Respond and coordinate with appropriate DHA personnel in response to insider threat incidents under the direction of the Program Manager
  • At the direction of the government Program Manager for Insider Threat, coordinate with the appropriate external agencies to address Insider Threat incidents
  • Provide analysis and proposed courses of action for each Insider Threat indicator
  • Conduct insider threat training and communication as needed
  • Complete and document Insider Threat incidents
  • Assist Physical Security team with related Mission Assurance responsibilities
  • Coordinates with multiple internal and external groups
  • Disseminates information on any problems or potential delays and mitigation plans
  • Communicates project progress to appropriate audience
  • Manages project deliverables and progress through continuous communication with project members
  • Serves as focal point for and liaison between departments on project status or other project information.
  • Partners with key cross-functional partners to solicit customer and associate feedback to identify program improvement opportunities for implementation.
  • Works in conjunction with various parties such as business development, field support and customer service to handle complaints and ensure support plans are in place to maintain long-term customer relationships.
  • May perform other duties assigned as needed.


  • Business Administration degree or experience in related field and 5-8 years and/or a combination of education and experience in the following: (1) acting as the primary interface with government program authorities and representatives on technical and project issues, (2) supervising project operations by developing procedures, (3) planning and directing execution of the technical support effort, and (4) monitoring and reporting progress.
  • Experience with project management, creating and implementing project schedules, managing project teams, as well as a strong technical/analytical background preferable.
  • Proficient knowledge of DOD Security protocols (including 5200 Manual and DITMAC)
  • Self-motivated, with the ability to work independently
  • MS Office Tools required (Proficient in Word, Excel, and PowerPoint)
  • Knowledge of management principles, organizational theory, and techniques of analysis and evaluation
  • Knowledge of administrative regulations and operating procedures
  • Knowledge of the mission, functions, and structure of the organization, and able obtain data and information regarding work operations and to prepare a report of findings
  • Strong communication and analytical skills.
  • Ability to lead and contribute to team deliverables.
  • A working knowledge of the United States Military and the Department of Defense to include but not limited to ranks and titles of uniformed service members
  • Secret Clearance
