Property, Plant, & Equipment Real Property Technician/Specialist I – Richmond, VA (ID#13026)

 

The Defense Logistics Agency (DLA) is an agency in the United States Department of Defense, with more than 26,000 civilian and military personnel throughout the world. The Property, Plant, and Equipment (PP&E) Real Property Technician/Specialist will participate in all levels of Defense Logistics Agency Installation Support (DLA IS) mission to provide Fuels Real Property and General Equipment accountability and life cycle management as well as Strategic Planning support. Work will be performed in Richmond, VA.

Overall responsibilities will be to support the DLA IS client and contract support team.  The PP&E) Real Property Technician/Specialist, in cooperation with the client and contract support team, performs a full scope of complex duties

 

Responsibilities:

  • Conduct Existence, Completeness and Valuation Evidential Matter (EM) research and collection from all available resources including internal & external sites, Military Services databases, and hard-copy files, includes creating the necessary EM files ready for upload into EBS (Enterprise Business System)
  • Input files into the correct Mass Upload Tool (MUT) format and save to the PP&E SharePoint site for inclusion in MUT uploads
  • Assist with records management in accordance with DLA records schedule approved naming conventions to expedite document uploads and organization
  • Assist data collection in support of DLA IS as part of project management
  • Assist as liaison between DLA and services Real Property and General Equipment personnel based on guidance from the DS-FEP Real Property Officer (RPO)
  • Assist in site visit preparation to include asset research, site coordination’s, developing document packages with appropriate EM (photos, EBS real property and financial data, services, map reviews)
  • Support cyclic GE and Real Property inventory document preparation.
  • Assist in Fair Market Value (FMV) and Receipt Date Verification (RDV) research and calculations based on DLA HQ guidance
  • Provide assistance in the management of Government Furnished Equipment (GFE) accountability
  • Assist DS-FEP RPO’s with management of Real Property Assets (RPA), research and preparation of MUT files for review prior to upload
  • Assist with research of existing and pending real estate instruments.
  • Provide assistance and support Environmental Restoration PMs in data review, research, project planning
  • Assist and support Audit Sustainment PM on preparing MOA/MOU/ISSA with customers
  • Support Audit sustainment by assisting with classification & upload of records
  • Communicate with client and contract support team regarding ongoing project status, variance reporting, and performance metrics
  • Organize and present data analysis, draw objective conclusions and make recommendations

Qualifications:

  • Bachelor’s degree from an accredited school in a discipline that directly relates to a PP&E real Property requirements (Logistics, Auditing etc.).

OR:

  • Eight years directly related experience in the subject field can be substituted for a bachelor’s degree

OR:

  • Four years’ experience and an Associate’s Degree in a directly related subject can be substituted for a Bachelor’s Degree
AND:
  • Knowledge of federal, state, and/or local regulations and statutes, Air Force and DOD regulations
  • A minimum of a year of directly applicable technically related experience 
  • Proficient in Microsoft Office Suite (Excel & PowerPoint) as well as other database software is required
  • Excellent organizational skills with a strong work ethic with the ability to multi-task, detail oriented, results driven, flexible and accommodating
  • Excellent communication skills both oral and written  
  • Customer oriented with a strong ability of critical thinking and defusing conflict
  • Good at dealing with crisis management

Desired:

  • Previous military background is highly desirable

Additional:

  • Ability to travel on occasion or when needed
  • Have an active Common Access Card (CAC) or the ability to obtain one as per customer timeframe
  • The ability to successfully pass a federal background check and a drug screen is mandatory
