Defense Logistics Agency Real Property and Energy Management Program

(DLA) provides worldwide logistical support to the Department of Defense (DoD), operating from facilities in the U.S. and overseas.  These facilities include distribution centers, warehouses, administrative space, industrial plants, and fuel storage, transmission, and dispensing systems. The DM-I, a Directorate within the DLA HQ, provides Real Property (RP) and personal property mission support regarding the life cycle management of Plant, Property, & Equipment (PP&E) for all field sites.  DLA uses the Enterprise Business System (EBS), and other automated tools, for Real Property facility management and plant maintenance. 

 

The RP Program Manager is responsible for delivering support to enterprise managers and customers in sustaining, auditing, accounting, and reporting on the Sustainment, Restoration and Modernization (SRM) program, EBS, and the Real Property Inventory.

 

Responsibilities:

  • Provide decisive direction for business, technical, and personnel management involving multi-disciplinary and diverse functional activities.  Performs data analysis and performs various technical training in Real Property and SAP related systems.
  • Demonstrate a working knowledge of installation infrastructure, Real Property, and facility support.  Possess working knowledge in facility management, financial regulations and laws, to advise DLA during the planning and execution of Business and Implementation Plans, real property systems, (such as the SAP-based platform EBS) and equipment life cycle management
  • Knowledge in management procedures for administrative, distribution, warehouse, industrial plants, and petroleum facilities; experience in project requirement preparation, economic analysis, programming, planning, design, and construction; and experience in development and training of real property management applications
  • Responsible for the overall management, in terms of technical quality, cost, and schedule, utilizing SAP
  • In-depth experience in federal financial statement audit, federal accounting, GAAP, federal audit standards, etc.
  • Perform data analysis and performs various technical training in Real Property and SAP related systems
  • Strong understanding of DoD accounting and financial management
    Familiar with all DLA, DoD, and MILDEP Real Property policies and procedures.

 

Qualifications:

  • Requires in-depth and broad expertise within Real Property Management and Analysis
  • Master’s degree in related field is preferred.
  • 5 years of experience as senior manager or technical advisor in DoD Real Property, Master Planning, SAP, or field related to RP (buildings and structures).
  • Professional experience should include strong knowledge of various software, scheduling, and audits.
  • Highly developed leadership skills that enable one to make sound decisions, mediate and resolve conflicts between multiple decision-making groups, and handle diverse and complex problems.
  • High level analytical skills necessary to plan, organize, formulate innovative solutions and compile, analyze and evaluate data and prepare accurate reports.
  • Strong interpersonal skills necessary to promote and maintain cooperative and courteous relationships between individuals with disparate interests
  • Secret Clearance required
