The Department of State, Bureau of Political-Military Affairs, is seeking Regional Multilateral Analyst IV candidates. These analyst positions are responsible to review and adjudicate export and import licenses and brokering authorizations; determination of jurisdiction of commodities as defense articles and defense services; compliance and enforcement of the applicable laws and regulations; and the automation of these functions.

 

Job Description:

Level IV works under Administrative Supervision:?The government sets the overall objectives and resources available. The government and contractor, in consultation, develop deadlines, projects, and work accomplishments. The contractor plans and carries out the assignment, resolves most of the conflicts, coordinates work with others and interprets policy on own initiative. The contractor keeps the government informed of progress, potentially controversial matters, or important issues.

 

Demonstrates the abilities to perform all of the duties of a Level I, II, and III. In addition, must be able to perform the following duties listed below within the required amount of supervision for consideration at Level IV.The <job title> will…

Essential Duties and Responsibilities (Deliverables):

Includes the following (Other duties may be assigned):

  • The contractor has no inherently government responsibilities. The contractor shall obtain USG supervisory clearance and/or approval pertaining the position work requirements and/or work products. The contractor shall abide by all State Department, Procurement Information Bulletins (PIB) related to third-party contractor services.
  • Employs mastery of a professional field to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods
  • Makes decisions or recommendations significantly changing, interpreting, or developing important public policies or programs
  • Isolates and defines unknown conditions, resolves critical problems, or develops new theories.
  • Provides products or services that affect the work of other experts, the development of major aspects of administrative or scientific programs or missions, or the well-being of substantial numbers of people.
  • Leads in planning and implementing new policies, regulations, and legislation associated with arms transfers, regional security, confidence-building measures and related political-military issues.
  • Independently drafts, publishes, and implements regulatory changes to the ITAR and independently reviews regulatory changes made by other agencies that affect the equities of the office.
  • Independently prepares briefing materials for senior Department officials to support meetings with foreign officials, U.S. government counterparts, and representatives of non-governmental entities, based on specialized experience in this area

Supervisory/Management Authority:

This position does not have mgmt. authority or supervisory capacity

Education and/or Experience:

  • Preferred Bachelor’s Degree (or higher) in Business Administration or related field.
  • At a minimum, Five (5) years of experience in a related career field.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills including the ability to manage multiple projects consistent with established timeframes.
  • Excellent ability to synthesize information and develop recommendations for management based on an analysis of the information.
  • Excellent judgment and ability to work with minimal supervision.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • Has working knowledge of Microsoft Office Suite programs and be able to operate all office equipment including but not limited to: telephones, copy machines, fax machines, scanners, printers, and computers.
  • May be required to travel within Domestic and/or International.
  • Must have TOP SECRET/SCI CLEARANCE ISSUED BY DOD AND VERIFIABLE BY JPAS

This position is performed primarily in a secured federal office setting.
