Job Description:

The EAP/EX has a requirement for full-time support services as one Remote Mission Classification (MClass) Classifier.

The purpose of this position is to furnish one professional service employee to properly classify EFM and LE positions in the HR/OE MCLASS system.

Essential Duties and Responsibilities (Deliverables):

 (Other duties may be assigned):

· Analyze and classify local positions in a timely manner using MClass software while ensuring compliance with current position management and classification regulations, policies and procedures established by the Department of State (DOS), Office of Overseas Employment (HR/OE) and Uniform Service Standards (USS).

· Provide advice to relevant personnel on regulations and procedures regarding local position management and classification issues, including providing assistance with preparing position descriptions.

· Review position descriptions and other relevant documentation for completeness and conformity with regulatory requirements. Review position descriptions in accordance with position classification standards established and maintained by HR/OE.

· Solicit additional information by providing job discussion help sheets (JDHS) to supervisors and jobholders, review completed JDHS, formulate questions, interview supervisors, jobholders, and/or others as necessary to gain full understanding of positions.

· Analyze and evaluate positions by completing the job evaluation questionnaire (JEQ) in the MClass software on the basis of the JDHS and information gathered during interview.

· Produce a Preliminary Job Report (PJR), providing copies of the PJR to appropriate individuals for review and certification. If appropriate, revise PJR in coordination with the serviced post.

· Complete the Interagency Post Employee Position Description (Form DS-298) with the final official position title, post title, occupational series code and final position grade as determined through analysis and classification within the MClass system.

· Develop and maintain a master schedule for periodic position reviews. Prepare computerized organizational charts.

· Conduct online individual and group training sessions on a wide range of position classification topics such as “Writing Effective Position Descriptions”, “Establishing Sound Organizational Structures At Posts”. Identify additional training topics, develop course materials, agendas and manuals. Coordinate with other BRCC HR Assistants to determine training needs and to coordinate training sessions.

· Back-up other BRCC HR Assistants.
 

Education and/or Experience:

· At least two (2) years of college or university studies.

· At least five (5) years of progressively responsible experience in the field of Human Resources/Personnel Management, with at least three (3) years using Mission Classification (MClass).
 

Knowledge, Skills and Abilities: 

· In-depth knowledge of job analysis principles, specifically with the Department of State.

· Excellent computer, analytical, organization, interpersonal, interviewing, verbal and writing skills. Capable of working independently with little or no direct supervision.

· SIV Recipient with at least 15 years of USG experience.

· In-depth knowledge of human resources operations and personnel management, including position classification, position management, job analysis and recruitment.

· In-depth knowledge of Mission Classification (MClass).

· Excellent computer, analytical, organization, interpersonal, interviewing, verbal and writing skills.

· Capable of working independently with little or no direct supervision.

·  At least 15 years of experience working for the USG abroad
