SUMMARY

The position will support implementation of OMB and Congressional recommendations to improve program evaluations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Assist in assessing the effectiveness of public diplomacy and public affairs programs, through the development of impact, process, and performance evaluations, randomized control tests, and stakeholder and user analysis.

  • Assist in the management and execution of monitoring and evaluation projects, including stakeholder engagement, evaluation design, data collection, data analysis, data visualization, and report development.

  • Travel to conduct fieldwork associated with monitoring and evaluation projects, including training of local partners, supervision of data collection, and other tasks.

  • Assist government staff with development and review of contracting documents for the procurement of research and evaluation services.

  • Communicate with colleagues, management, and other contacts outside the Department to gather and analyze information about public diplomacy programs.

  • Write reports, letters, presentations, public diplomacy performance measurement and evaluation strategies, and other documents with recommendations for management policies and activities.

  • Disseminate public diplomacy evaluation and performance findings, recommendations and strategies to Department senior officials, other decision-makers and key stakeholders, including OMB, NSC, Congress, GAO and DoD.

  • Regularly present evaluation results to public diplomacy practitioners, academics, and other interested parties through both formal and informal presentations.

  • Curate existing research from both USG and non-USG sources.

  • Provide consultation to public diplomacy practitioners on how to design, manage, and use evaluations to inform and improve programs that advance foreign policy objectives.

  • Develop and conduct training modules and courses for FSI, and other formal instructional opportunities, for public diplomacy practitioners on how to design and use evaluations.

  • Liaise with other evaluation professionals in the public, NGO/Foundation, and academic sectors.

  • Work with other Department of State evaluation units, including ECA, IIP, posts, and regional bureau public diplomacy offices.

  • Assist with budgeting, scheduling, and other planning tasks for the work unit.

  • Performs other job related duties as required.

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory or management authority.

EDUCATION AND EXPERIENCE

A Bachelor’s Degree is required; a Master’s Degree is preferred. Training should reflect training in qualitative or quantitative research methods.  Five or more years’ experience designing and managing program evaluations and/or monitoring systems are required.  Experience working with a major development research organization or on programs funded by major international development funders (e.g., USAID, DFID, World Bank) is a plus.

  • Ability to approach problems analytically and holistically, considering the individual problem and the impact on the larger system.

  • Ability to work on complex projects within a multidisciplinary team.

  • Ability to work flexibly and efficiently in a rapidly changing environment, exercising a balance between research rigor and client needs.

  • Demonstrated curiosity in continued learning and growth on the job.

  • Openness to critique (including from other disciplines), curiosity to learn from a spectrum of perspectives, and experience or strong interest in collaborating closely with others.

  • Strong ability to focus on and understand the needs of clients, as well as build and maintain strong working relationships.

  • Ability to obtain and maintain a security clearance at the Secret level.

  • Skilled in collecting qualitative or quantitative data in foreign countries including selecting, training or supervising local research teams; overseeing translation of instruments, protocols, and other research materials; and administering instruments in English (or other language, as necessary).

  • Knowledge of performance monitoring for large-scale initiatives or for organizational-wide objectives, including developing performance indicators, establishing data collection business processes, creating data management practices, and creating monitoring reports.

  • Demonstrated knowledge of Stata, R, or comparable statistical analysis software.

  • Knowledge of data visualization software such as Tableau or Gephi.

  • Skilled in managing complex projects involving multiple stakeholders, with milestones occurring over one to two years.

  • Skilled in drafting statements of work or proposals responding to requests for research projects.

  • Knowledge of traditional program evaluation methods, including but not limited to: focus group facilitation, content analysis, textual analysis, and network analysis, as well as familiarity with non-traditional techniques such as participatory evaluation, process mapping, and visual data analysis.

  • Skilled in conducting research on one or more of the following topics: development, education, media, nation branding, strategic communication, trust, public opinion, women’s empowerment, or youth.

WORK ENVIRONMENT

 Work will be performed in a climate controlled office environment.
