The Department of State, Bureau of Political-Military Affairs, is seeking Response Team Specialist candidates. These analyst positions are responsible to review and adjudicate export and import licenses and brokering authorizations; determination of jurisdiction of commodities as defense articles and defense services; compliance and enforcement of the applicable laws and regulations; and the automation of these functions.

SUMMARY

  • Response Team Specialist works under General Supervision: ?The government provides continuing or individual assignments by indicating what needs to be accomplished, limitations, quality and quantity expected, deadlines and priorities. Additional, specific instructions provided for new, difficult, or unusual assignments. The contractor uses initiative in carrying out recurring assignments. The government assures that the work is technically accurate and in compliance with instructions or established procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • The contractor has no inherently government responsibilities. The contractor shall obtain USG supervisory clearance and/or approval pertaining the position work requirements and/or work products. The contractor shall abide by all State Department, Procurement Information Bulletins (PIB) related to third-party contractor services.
  • Provides routine guidance on the process of registering, applying for export licenses via external website, seeking approval to various agreements, seeking commodity jurisdiction determinations, and submitting general correspondence.
  • Answers questions about regulations and procedures, when required, seek guidance from licensing, compliance, policy, and registration regarding queries response team cannot answer.
  • Answers questions related to application forms and submission process.
  • Provides status updates to applicants on outstanding license, registration, and applications, and general correspondence, using a computer information systems.
  • Assists in locating misdirected documents, as required.
  • Coordinates any development relative to ongoing case inquiry.
  • Serves as the collection point for public comments on Federal Register notices.
  • Maintains a log of telephone calls received and guidance provided.
  • Refers applicant to external licensing systems, if applicable.
  • Compiles monthly summaries of calls and emails received, broken down by topic.
  • Provides input to management on improvements to website, and on the reformulation of regulations and guidance.
  • Proposes updates to Frequently Asked Questions on the website, based on public inquiries.
  • Briefs management, as requested, on public inquiry trends.
  • Proposes recommendations for streamlining existing standard operating procedures.
  • Assesses response team for process improvement.
  • Addresses elevated inquiries by response team.
  • Compiles detailed, consolidated statistical reports, which depict the efforts of the response team.

EDUCATON AND EXPERIENCE

  • Bachelor Degree or combination of education and experience with a minimum of three (3) years of AECA and ITAR experience.
  • State Department experience preferred.
  • Ability to plan and carries out successive steps and resolves problems and deviations in accordance with instructions, policies, and accepted practices.
  • Must have proficient oral and written communication skills.
  • Excellent customer service orientation, detail oriented, and possess organizational skills.
  • Must comprehend simple instructions and construct correspondence and/or memos.
  • Adept interpersonal, listening, problem solving and telephone skills are required.
  • Must maintain high levels of integrity and discretion.
  • Ability to manage multiple tasks within strict deadlines is required.
  • Ability to use Microsoft Office suites in order to create or revise working documents.
  • Ability to effectively articulate vision and mission to management and response team.
  • Has working knowledge of Microsoft Office Suite programs and be able to operate all office equipment including but not limited to: telephones, copy machines, fax machines, scanners, printers, and computers.
  • May be required to travel within Domestic and/or International.
  • Must have TOP SECRET/SCI CLEARANCE ISSUED BY DOD AND VERIFIABLE BY JPAS

WORK ENVIRONMENT

  • Controlled climate office environment.
