Scientific Research Support Analyst Washington, DC (ID#13421)

Provide a professional service employee to provide a professional service employee to support the Marine Scientific Research (MSR) portfolio.

Provide support services for the day-to-day management and operational aspects of the U.S. Research Application Tracking System (RATS) and will provide overall support on the Marine Scientific Research (MSR) portfolio. This will include tasks associated with the upcoming software redevelopment of RATS, eventual migration to the new RATS, training of all users in the new system, and interagency coordination for review of MSR applications



  • Check the Research Application Tracking System (RATS) daily, and complete all tasks in the system.

  • Create new user accounts, reset passwords, and perform system administrator functions in RATS.

  • Assist in training new RATS users.

  • Support the upcoming software redevelopment of RATS, including through drafting responses for the  development team, and following up on tasks identified in meetings with the MSR team and the RATS developers.

  • Assist with migration to the new RATS system.

  • Assist in the review of all incoming MSR applications for U.S. scientists to conduct research abroad in RATS (approximately 350 annually,), ensuring they are complete with all requisite materials.

  • Facilitate exchanges of information via email and phone calls between U.S. scientists and posts needed to ensure that MSR consent from foreign governments is obtained. This includes providing support to posts.   

  • To help resolve issues and ameliorate unfavorable responses.

  • Assist in the review of all incoming MSR applications for foreign scientists to conduct research in waters under U.S. jurisdiction, ensuring they are complete with all requisite material.

  • Schedule coordination meetings with U.S. government officials from eleven agencies, including the National Science Foundation, the Department of Defense, the National Oceanic and Atmospheric Administration, the Department of the Interior, the Environmental Protection Agency, and the Department of Homeland Defense Draft MSR consent letters for signature by the Marine Scientific Research Coordinator.

  • Update all points of contact at U.S. posts abroad in the RATS database.

  • Update and maintain a public-facing State Department website with current information regarding the MSR policies and procedures for all coastal states.

  • Monitor incoming email traffic to the Marine Science collective, assisting with responses and follow up actions needed.


  • Proficient with standard software, including Microsoft Office products (Word, Excel, PowerPoint), the use of standard office equipment, and the ability to learn and work with other software and database applications.
  • Capable of managing multiple projects and tasks simultaneously with competing priorities; able to produce results with tight deadlines in a high volume, fast-paced work environment.
  • Strong writing and oral communication skills, including strong interpersonal skills needed to maintain effective liaison with other State Department offices and embassies, foreign embassy contacts, other U.S. Government agencies, and academic research communities.
  • Strong ability to have a flexible, team-oriented approach to work.
  • Demonstrated ability to provide excellent customer service.
  • Preferred background in marine science and/or international relations.
  • Previous experience assisting with or working on project management teams, including cloud-based software development projects.
  • Prior Experience: At least 2 years of experience in a general office environment, preferably within the Federal Government or the Department of State
