The Defense Health Agency (DHA) is a Combat Support Agency responsible for supporting joint operating forces across the range of military operations and in support of combatant commanders executing military operations. The DHA supports the delivery of integrated, affordable, and high quality health services throughout the Military Health System. It executes the Department’s medical mission, manages the execution of policy and serves as the program manager for TRICARE health and medical resources.

Job Description:

CNSD is seeking an experienced security and risk-based individual that will be a critical team contributor for development, management and growth of DHA’s Anti-terrorism and Force Protection (AT/FP) policy and procedures. Candidate must possess a comprehensive AT/FP program knowledge based upon DoD (5200 Manual) and Federal requirements (ISC) as well as industry best practices. 

Essential Duties and Responsibilities (Deliverables):

Includes the following (and other duties may be assigned):

  • Experienced Anti-Terrorism (AT) Representative (ATR) able to provide technical AT support and employee training support to all DHA personnel
  • Coordinate with Pentagon Force Protection Agency (PFPA) and/or the Federal Protective Service (FPS) to conduct AT Risk and Vulnerability Assessments or AT Program Reviews on DHA locations assigned
  • Assist in completion of United States Northern Commend AT assessments as required
  • Coordinate with all DHA locations to ensure AT assessments are conducted as required
  • Coordinate AT requirements with Host organizations when the DHA organization is a tenant on a military installation
  • Attend AT meetings and disseminate information from meetings attended to DHA personnel as appropriate
  • Gather and organize information to develop policy and guidance for DHA and subordinate organizations
  • Develop and maintain AT plans, policies, and procedures for designated DHA locations
  • Provide full reporting and statistics of the AT/FP Program monthly and as needed
  • At the direction of the Mission Assurance for AT/FP, coordinate with the appropriate external agencies drills and improvement plans customized to each site assigned
  • Assist Physical Security team with related Mission Assurance responsibilities
  • Work with DHHQ-based PMO (Program Manager and Project Manager) team regarding physical security projects pertaining to facility specific needs to include recommendations involving improvements, policy applicability, project execution and new requirements
  • Provide the following functions as required for facility operations:
    • Processing DD Forms 2875s (System Access Authorization Request)
    • In-processing and out-processing personnel
    • Visitor managements
    • Credentialing CACs and alternative badges for access control systems
    • Office and furniture key management
  • Attend routine physical security meetings and prepare weekly and monthly activity reports
  • Work with PMO to develop an Emergency Operations Center (EOC) plan for assigned DHA’s physical location and coordinate with the appropriate local law enforcement entity and property management staff at each DHA location in the development of each OEP
  • Conduct active shooter drills and security briefings designed for site specific application
  • Conduct physical security assessments and inspections as requested
  • Ensure all local policies and regulations for operation of Collateral Secured facilities are compliant with regulatory requirements and ensure Collateral Secured facilities pass annual re-certification.
  • Ensure personnel requesting access to Collateral Secured facilities space have the proper clearance and need to know for Collateral Secured facilities access and retain listing of such personnel.
  • Provide information security/ counter-intelligence support as needed for assigned facilities
  • Moderate travel may be required as needed.


Supervisory/Management Authority:

This position reports to AT/FP Project Manager and CNSD Program Manager and engage with government personnel on a regular basis along with periodic communication with high ranking military authorities in all branches and PFPA (Pentagon Force Protection Agency).

Education and/or Experience:

  • Bachelors degree or related field experience five (5) years of related experience and/or a combination of education and experience in the following:
  • acting as the primary interface with government program authorities and representatives on technical and project issues and/or
  • supervising project operations by developing procedures and/or
  • planning and directing execution of the technical support effort and/or
  • monitoring and reporting progress.
  • Project management including but not limited to: creating and implementing project schedules, managing project teams and budgets
  • A strong technical background preferred

Knowledge, Skills and Abilities: 

· Proficient knowledge of DOD Security protocols to include knowledge in personnel, info security, physical security and force protection (5200 Manual and ISC guidelines)

  • Self-motivated with the ability to work independently
  • MS Office Tools required (Proficient in Word, Excel, and PowerPoint)
  • Knowledge of management principles, organizational theory, and techniques of analysis and evaluation
  • Knowledge of policy writing, administrative regulations and operating procedures
  • Knowledge of the mission, functions, and structure of the organization, and able obtain data and information regarding work operations and to prepare a report of findings
  • A working knowledge of the United States Military and the Department of Defense to include but not limited to ranks and titles of uniformed service members
  • Strong communication and analytical skills
  • Secret Clearance is required
  • Ability to successfully pass a Background Investigation and a Drug Screen


This position is primarily performed in a climate controlled office setting.
